Position Summary
We are seeking a highly skilled and motivated Programme Manager to lead our Australian airborne ISR programme. The Programme Manager will be pivotal to the stand-up of the programme, developing and implementing plans to ensure that sufficient resources, personnel, infrastructure and organisational structures and processes and security arrangements are in place for the establishment of airborne ISR services.
Specifically, the Programme Manager will be responsible for overall programme management, phase-in management, mission system and support system acquisition and integration, infrastructure establishment and operational readiness during the transition-in period of the ISR programme. They will then be responsible for overseeing our airborne ISR Program delivery during subsequent operational phases.
Whilst the Programme Manager will assist the Head of Programmes and Head of ISR with the Programme’s strategic oversight, financial management, and operational efficiency, they will be the local lead for executing all related plans, with significant delegated authorities that will include managing subcontractors and customer relations. This role requires strong leadership, communication skills, and the ability to work effectively with both internal and external stakeholders.
Role and Responsibilities
- Assist the ISR Group in overseeing the execution of the programme, ensuring alignment with contractual obligations (including subcontractors), timelines, and budgets.
- Support in the development and implementation of programme strategies and plans, ensuring adherence to the programme’s scope, schedule, and cost objectives.
- Collaborate with cross-functional teams, including engineering, operations, and logistics, to ensure successful programme delivery.
- Conduct business resource planning to ensure sufficient resources, personnel, and infrastructure are in place to support service delivery.
- Monitor programme performance management and deliver timely reports to senior management and stakeholders.
- Serve as a key point of contact for external stakeholders, including government representatives, subcontractors, and customers.
- Lead or participate in risk management activities, ensuring risks are identified, assessed, and mitigated throughout the programme lifecycle.
- Support in the management of programme finances, including budget development, forecasting, and tracking expenditures (Earned Value Management)
- Ensure compliance with all applicable regulations, company policies, and quality standards.
- Provide leadership and mentorship to program staff, fostering a culture of teamwork, continuous improvement, and accountability.
Education and Experience
- Bachelor's degree in Engineering, Business Administration, or a relevant field. Education waiver considered on case by case basis (experience driven).
- Minimum of 7 years of experience in programme management, with at least 3 years in in an airborne ISR or related defence aviation programme with value greater than $100M. Experience in CASA Part 138 (Aerial Work Operations) highly regarded.
- Strong engineering or operational working knowledge of ISR systems, technologies, and industry standards.
- Proven experience in managing large, complex Australian government contracts, with a demonstrated ability to meet cost, schedule, and performance objectives.
- Experience in working with government agencies, military personnel, and contractors in a defence or aerospace context.
- Exceptional communication and interpersonal skills, with the ability to collaborate effectively with diverse teams and stakeholders.
- Strong organisational and analytical skills with attention to detail.
- Ability to manage competing priorities in a fast-paced, dynamic environment.
- Familiarity with financial management practices, including budgeting, forecasting, and cost control.
- Knowledge of defence contracting processes and regulatory requirements within the AUS Government. Experience in ASDEFCON highly regarded.
- PMP certification or equivalent programme management certification preferred.
- Ability to travel internationally as required(Valid Passport)
- Experience in MS Office Tools related to Project Management (MS Project, Planner, etc,)

Supervisory Responsibility
This role has significant supervisory responsibilities.
Work Environment
During deployment, employees will be living under field conditions and must be able to work with little supervision in austere or arduous environments. Work environment varies widely based on geographic location of contract operations.
Security Clearance
Must be an Australian Citizen capable of obtaining or holding an NV1 Security Clearance.
