Job Description

The Engineering Technician is responsible for providing technical and/or specialized support related to the inspection, review, and design of County construction projects. Responsibilities may include conducting inspections; preparing Computer Automated Drafting (CAD) drawings on projects; reviewing design plans and layouts; staking on projects; testing materials; and conducting land surveys.

The Engineering Technician Specialist is responsible for completing non-routine work related to engineering design and construction work using technical knowledge of work areas. Responsibilities may include serving as a lead inspector on projects; interpreting construction and design plans; providing technical leadership; performing inspections of construction; acting as a liaison to the public; ensuring compliance; and creating drafts and maps using Computer Automated Drafting (CAD) programs.



Job Responsibilities

ESSENTIAL DUTIES:

Positions assigned to Engineering Technician may be responsible for:

Conducts land surveys to facilitate construction, maintenance, and engineering project operations; prepares collected information into acceptable formats; identifies what information is necessary to design CAD drafts; calculates grades; and identifies technical problems.

Performs construction-related duties, including construction staking, inspections, recordkeeping, and computing and verifying data.

Generates, reviews, and/or updates drawings, sketches, plans, charts, and blueprints utilizing CAD software; and maintains information, as necessary.

Performs material testing for construction projects to ensure compliance with specifications and performs routine inspections of sites to gather information and monitor progress.

Performs other duties of a similar nature or level.



Positions assigned to Engineering Technician Specialist may be responsible for:

Serves as a lead inspector on projects, to include coordinating or conducting land survey and construction inspection operations; monitoring staff and contractor operations; providing technical leadership; and ensuring compliance with applicable regulations, policies, and procedures.

Interprets construction and design plans; creates drafts and maps utilizing CAD; prepares, reviews, and/or maintains reports, records, grant and related applications, bid documents, webpages, and other documentation or informational sources; ensures informational accuracy and compliance with applicable policies and procedures.

Coordinates or performs construction-related duties, including construction staking; performs construction material testing to ensure compliance with specifications; and performs routine inspections of sites to gather information and monitor progress. Indirectly supervises seasonal and full-time staff when on site assisting with project inspection duties.

Perform annual safety inspections on all County and Township bridge structures; completes bridge inspection reports; maintains the bridge inventory.

Coordinates with, and/or serves as a liaison to, the public, and other internal and external staff, departments, and/or agencies to conduct presentations, provide technical assistance, assist with planning departmental operations, and/or facilitate related departmental or project operations.

Performs other duties of a similar nature or level.

Education and/or Experience

TRAINING AND EXPERIENCE REQUIREMENTS:

Associate's degree or two-year technical certificate in Civil Engineering or related field and…

Engineering Technician: two years civil engineering or related experience, or an equivalent combination of education and experience.

Engineering Technician Specialist: four years civil engineering or related experience, or an equivalent combination of education and experience.



LICENSING REQUIREMENTS:

Engineering Technician: Incumbents in this class typically require:

  • Various MnDOT Technical Certifications related to construction inspection and materials testing


Engineering Technician Specialist: Incumbents in this class typically require:

  • Certification as a Bridge Safety Inspection Team Leader by the State of Minnesota
  • Various MnDOT Technical Certifications related to construction inspection and materials testing

KNOWLEDGE REQUIREMENTS:

Engineering Technician

  • Engineering drafting and design terminology, methods, practices, and techniques;
  • CAD software applications;
  • Basic surveying techniques and practices;
  • Basic engineering methods and procedures;
  • Construction inspection practices and procedures;
  • General knowledge of geographic area;
  • Data and recordkeeping principles;
  • Applicable federal, state and local laws, codes, regulations;
  • Customer service principles;
  • Specialized equipment relevant to area of assignment;
  • Modern office technology.

Engineering Technician Specialist (in addition to the above Knowledge Requirements)

  • Project coordination principles;
  • In-service bridge inspection principles and practices;

SKILL REQUIREMENTS:

Engineering Technician

  • Operating a computer and applicable software applications;
  • Reading and understanding drawings;
  • Performing mathematical calculations;
  • Drafting drawings, maps, blueprints, and related documents;
  • Surveying;
  • Inspecting construction projects;
  • Maintaining operational data and records;
  • Interpreting and applying applicable laws, codes, regulations and standards;
  • Providing customer service;
  • Utilizing a computer and relevant software applications;
  • Utilizing communication and interpersonal skills as applied to interaction with coworkers, supervisors, the general public and others to sufficiently exchange or convey information and to receive work direction.

Engineering Technician Specialist (in addition to the above Skill Requirements)

  • Coordinating and leading assigned project operations;
  • Monitoring staff and contractor operations;
  • Researching and applying for funds;

PHYSICAL REQUIREMENTS:

Positions in this class typically require climbing, crouching, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, feeling, talking, hearing, seeing and repetitive motions.

Medium Work: Exerting up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.

Incumbents may be exposed to hazardous physical conditions, such as, mechanical parts, electrical currents, and vibrations; extreme temperatures; and other environmental conditions, such as, challenging behaviors, imminent danger, and threatening environments.

**Title, Compensation Grade Level & Pay Range based on experience. **

GRADE LEVEL: HB24 Engineering Technician – Pay Range: $28.14 - $37.82

Or

GRADE LEVEL: HB25 Engineering Technician Specialist – Pay Range: $30.40 - $40.84
