Job Description
The Appraiser Trainee is responsible for performing all steps related to the routine appraisal, assessment, and application of regulations and ordinances to assessments using basic knowledge of work areas. Responsibilities may include inspecting construction; scheduling and prioritizing inspections; performing calculations of assessments; assisting in training of new staff; and explaining and defending assessments to property owners, tax court, and local and County Board of Equalization.

Job Responsibilities
ESSENTIAL DUTIES:
Positions assigned to Appraiser Trainee may be responsible for:
Schedules, prioritizes, and conducts inspections to assess personal property, exempt, agricultural, and residential; performs assessment-related calculations; and explains and defends assessments to property owners, tax court, the local and County Board of Equalization, and other applicable stakeholders.
Enters, updates, researches, compiles, reviews, and/or reconciles information and/or utilizes online systems and databases to prepare, maintain, review, and/or submit reports, records, files, forms, plat maps, certificates, applications, and other documentation; ensures informational accuracy and compliance with applicable regulations, policies, and procedures.
Review soil survey maps in the appraisal of agricultural properties.
Participate in studies of new construction, sales data, and neighborhood trends to establish valuation benchmarks for mass appraisal work.
Performs office support duties, to include assisting with training new staff, responding to inquiries in person or via phone or online systems, and scheduling and coordinating with property occupants to facilitate inspection operations.
Performs other duties of a similar nature or level.

Education and/or Experience
TRAINING AND EXPERIENCE REQUIREMENTS:
Appraiser Trainee:
High school Diploma or G.E.D. and two years related experience or equivalent combination of education and experience preferred. Experience in real estate, real estate appraisal, land use/planning, GIS, building construction, or building inspection preferred.
Appraiser:
High school Diploma or G.E.D. and two years related experience or equivalent combination of education and experience.
LICENSING REQUIREMENTS:
Appraiser Trainee: Incumbents in this class typically require:
- Valid MN Driver’s License
- Obtain Certified Minnesota Assessor (CMA) within first 24 months of employment.
Appraiser: Incumbents in this class typically require:
- Certified Minnesota Assessor Certification.
- As a condition of continued employment, persons with a CMA certification must obtain and keep licensure as an Accredited Minnesota Assessor (AMA) within five (5) years of having become licensed as a CMA.
KNOWLEDGE REQUIREMENTS:
- Principles and practices of property appraisal;
- Methods of determining property value;
- Mathematical principles;
- Applicable federal, state and local laws, codes, regulations;
- Customer service principles;
- Specialized equipment relevant to area of assignment;
- Modern office technology.
SKILL REQUIREMENTS:

PHYSICAL REQUIREMENTS:
Positions in this class typically require: climbing, balancing, stooping, reaching, standing, walking, fingering, grasping, talking, hearing, and seeing.
Light Work: Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or negligible amount of force constantly to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for Sedentary Work and the worker sits most of the time, the job is rated for Light Work.
Work requires preparing and analyzing written or computer data, use of measuring devices, operating machines, operating motor vehicles and observing general surroundings and activities. This position regularly requires exposure to outdoor weather conditions.
Incumbents may be exposed to hazardous physical conditions, such as, mechanical parts, electrical currents, and vibrations; atmospheric conditions, such as fumes, odors, gases, and poor ventilation; hazardous materials, such as chemicals, blood, and other bodily fluids; extreme temperatures; inadequate lighting; work space-related movement restrictions; intense noise; and other environmental conditions, such as, challenging behaviors, imminent danger, and threatening environments; incumbents may also be expected to travel.

GRADE LEVEL: 0B22 Appraiser Trainee – Pay Range: $24.27 - $32.61

GRADE LEVEL: 0B23 Appraiser – Pay Range: $25.75 - $34.60
