Overview
The HR & Payroll Specialist is responsible for managing all payroll functions, supporting HR administration, maintaining employee records, and ensuring compliance with federal, state, and construction-industry labor regulations. This role supports office and field personnel, including hourly, salaried, and certified payroll workers.

Responsibilities:

  • Process weekly payroll for field and office employees.
  • Review and verify timecards, job codes, prevailing wage rates, and overtime calculations.
  • Prepare certified payroll reports (Davis-Bacon, state prevailing wage, etc.).
  • Maintain accurate payroll records and employee deductions.
  • Process new hire setup, terminations, garnishments, and benefits deductions.
  • Reconcile payroll reports and assist with month-end and year-end payroll functions (W-2s, 1099s).
  • Manage the onboarding and offboarding process, including new hire packets, I-9 verification, and orientation.
  • Maintain employee personnel files and HR documentation.
  • Assist with recruitment: job postings, resume screening, interview coordination.
  • Support benefits administration (health insurance, workers’ comp, ect..).
  • Track employee training, certifications, and compliance documentation.
  • Help administer company policies, safety programs, and disciplinary procedures.
  • Serve as a primary point of contact for employee questions regarding HR policies and payroll.
  • Ensure compliance with federal and state labor laws, OSHA requirements, and construction industry regulations.
  • Maintain accurate records for workers’ compensation, unemployment claims, and safety incidents.
  • Prepare HR and payroll-related reports for management.

Requirements

  • High school diploma or equivalent required; Associate’s or Bachelor’s degree in HR, Accounting, or related field preferred.
  • 2–5 years of HR and/or payroll experience, preferably in construction or field-based industries.
  • Strong knowledge of payroll practices, wage laws, and prevailing wage / certified payroll requirements.
  • Proficient in payroll and HR software (e.g., ADP, Paychex, QuickBooks, Viewpoint, Sage, etc.).
  • Experience with multi-state payroll.
  • Familiarity with E-Verify, I-9 compliance, and employee onboarding.
  • Strong organization, confidentiality, and communication skills.
  • Ability to work in a fast-paced environment and meet tight weekly deadlines.

Job Type: Full-time

Pay: $42,000.00 - $46,000.00 per year
