Advanced cancer care is one of the highest-cost, most complex challenges facing U.S. healthcare payers today. Advanced-stage patients incur annual medical costs exceeding $100,000, yet many never receive guideline-adherent, personalized treatments. Massive Bio has built the only AI-powered oncology navigation platform that closes this gap at scale—combining real-time clinical trial matching, biomarker-driven decision support, and value-based care pathways into a single, payer-ready solution.
We are seeking a category-defining Vice President of Business Development & Strategic Partnerships to build our payer, employer, and government business from the ground up. While we have existing partnerships in this channel, this is a zero-to-one mandate as we have built a multi-agentic AI infrastructure that needs to be demonstrated broadly. You will own the entire revenue architecture: identifying targets, opening doors, structuring deals, and closing contracts across every segment of the U.S. payer landscape. Upon demonstrating early traction, you will have the mandate and budget to recruit and lead a dedicated team.
This role also carries a critical government affairs dimension. Massive Bio has committed to the CMS "Kill the Clipboard" and Conversational AI pledges, and you will serve as the company's primary representative to CMS and federal agencies, ensuring our platform is positioned at the forefront of federal digital health modernization.

- Proven Network Across the Payer Landscape: Demonstrated, active relationships with decision-makers at national carriers (UHC, Elevance, Aetna, Cigna, Humana, Centene), BCBS plans, regional plans, major brokerages (Gallagher, Brown & Brown, Hub, USI, Alliant, AssuredPartners, and others listed above), TPAs, and employer coalitions. Must be able to open doors within 30 days of hire.
- Government Affairs & CMS Engagement: Direct experience engaging with CMS, CMMI, or HHS on digital health programs, value-based care models, or regulatory modernization initiatives. Familiarity with the Kill the Clipboard and Conversational AI pledges is strongly preferred.
- Self-Insured Market Mastery: Deep understanding of ERISA, stop-loss, plan design, ASO arrangements, and how digital health point solutions are evaluated, piloted, and procured by employer coalitions, TPAs, and brokerages.
- Zero-to-One Builder Mentality: Track record of entering a new market or channel with no existing partnerships and building a multi-million-dollar book of business. This is not a role for someone who inherits pipelines—you must create them.
- Revenue Track Record: History of originating and closing $5M annually in value-based, capitated, or fee-for-service contracts within complex, multi-stakeholder B2B healthcare sales cycles.
- Strategic Deal Architecture: Ability to structure creative commercial arrangements (PMPM, risk-sharing, gainsharing, performance guarantees) that align clinical outcomes with financial incentives.
- Executive Presence: Exceptional communication skills with the ability to present to C-suite audiences, CMS officials, conference stages, and board-level stakeholders with authority and credibility.
- Experience in oncology, specialty pharmacy, or high-acuity condition management.
- Prior success selling to or through BCBS plans, Consortium Health Plans members, or large employer coalitions.
- Familiarity with clinical trial economics, biomarker testing reimbursement, and precision medicine workflows.
- Experience building and scaling a BD team from scratch after initial market validation.
- MBA, MHA, JD, or advanced degree in a relevant field.
