Introduction

Total Health Care, Inc. is seeking an experienced fundraising consultant to direct the implementation of a multi-million dollar fundraising campaign for the organization. This campaign will fuel innovation, expansion, and long term sustainability for the organization, building on Total Health Care’s strong financial foundation and deep community roots. We seek a hands-on partner who can serve as the campaign architect, manage execution, and support the team at this pivotal moment for the organization.

About Total Health Care

Total Health Care, Inc. is a Federally Qualified Health Center (FQHC) dedicated to caring for everyone in our community, especially those who are most in need. Annually, we care for nearly 30,000 patients throughout Metropolitan Baltimore, many at or below the 200% poverty line. Total Health Care has been caring for the underserved people of Greater Baltimore since our founding as Constant Care Community Health Center, Inc. in 1968. In 1989, Constant Care merged with West Baltimore Community Health Care Corporation to create Total Health Care, Inc.

Purpose of This RFP

Total Health Care seeks a fundraising consultant (individual or firm) to:

  • Design a comprehensive roadmap for a $5M fundraising campaign
  • Lead and support the execution of campaign activities
  • Coordinate internal and external stakeholders
  • Identify, cultivate, solicit, and steward major philanthropic, private, and institutional supporters
  • Build internal systems, processes, and discipline around development operations throughout the multi-year campaign period

Scope of Work

Responsibilities

The consultant will work closely with Total Health Care’s leadership team and board of directors to develop, manage, and implement the fundraising campaign. In preparation of bringing on the consultant and launching the campaign, the organization underwent a four-month planning study with a focus on readiness, internal alignment, and feasibility. The consultant will build upon this work to complete the design of, and to implement, the campaign. Specific responsibilities include, but are not limited to:

  • Campaign Plan
  • Develop a comprehensive multi-year fundraising plan, including goals, strategies, timelines, and benchmarks
  • Finalize the draft campaign case statement and develop additional messaging and materials
  • Develop a giving pyramid, donor segmentation, and prioritization framework
  • Pipeline Development & Research
  • Conduct prospect research on individual donors, foundations, and corporate partners
  • Create and maintain a robust prospect pipeline, tracking engagement and movement toward solicitation
  • Identify funding opportunities aligned with the organization’s services and goals
  • Campaign Management
  • Act as day-to-day leader of the campaign
  • Assign tasks, manage schedules, and ensure follow-through across team members
  • Prepare leadership and board for donor meetings, including research briefs and briefing materials
  • Develop and maintain systems for tracking outreach, follow-ups, proposals, and stewardship
  • Provide continuous support around organizing, task management, meeting preparation, and documentation
  • Donor Cultivation, Solicitation, & Stewardship
  • Draft outreach strategies, talking points, and appeals to major donors and institutions
  • Support or lead donor meetings, as appropriate
  • Coordinate proposal writing with internal team or external partners
  • Ensure timely follow-up, stewardship, and relationship building
  • Reporting & Accountability
  • Produce monthly progress reports on donor pipeline, activities, and benchmarks
  • Conduct quarterly strategic reviews and adjust the campaign plan as needed
  • Offer real-time feedback and recommendations to accelerate fundraising success

Deliverables

  • Comprehensive campaign plan and finalized case statement
  • Donor segmentation and giving pyramid
  • Prospect research reports and a populated donor pipeline
  • Campaign management calendar and systems/tools for tracking progress
  • Monthly written updates and quarterly strategic summaries
  • Prepared materials for donor meetings (briefs, decks, backgrounders, follow-up emails, etc.)
  • Final project summary at the completion of engagement

Desired Qualifications

  • Demonstrated experience leading or supporting large-scale fundraising campaigns
  • Proven track record securing major gifts from foundations, high-net-worth individuals, and/or corporate donors
  • Deep knowledge of fundraising best practices, donor psychology, and philanthropic landscapes
  • Ability to manage complex campaigns with competing priorities and multiple internal/external stakeholders
  • Strong organizational skills, persistence, and attention to detail
  • Exceptional communication and writing abilities
  • Familiarity with community-based health care, social determinants of health, health equity, and the Baltimore region (preferred but not required)
  • Ability to work effectively with diverse communities and align with the organization’s values

Proposal Requirements

Interested consultants should submit a proposal including:

  • Cover Letter including contact information
  • Overview of proposed approach, methodology, and expected workplan
  • Qualifications and relevant past projects including outcomes
  • Proposed team members (if applicable) and their roles and qualifications
  • Budget and fee structure including total annualized cost
  • References from similar campaign or fundraising strategy engagements
  • Timeline and availability

Contract Period

Anticipated to start in July 2026. The initial contract period will be 6-12 months, with the possibility of extension depending on campaign progress.

  • Demonstrated success with fundraising campaigns
  • Strategic insight and clarity of proposed approach
  • Relevant experience with similar organizations or sectors
  • Strength of references and past performance
  • Budget feasibility and value
  • Alignment with the organization’s mission and values
