Main Purpose
This is more than a management role – it is a chance to build something new. As Data Services Delivery Modernization Program Manager, you’ll lead transformational initiatives that directly impact how they use their data to improve critical service delivery for the people of Maryland.
You’ll spearhead the development and implementation of a modernized data delivery strategy from the ground up, working closely with State Agency stakeholders to assess needs, plan solutions, and implement innovations that strengthen agency data programs.
Strategic Leadership
Set the vision, develop and implement a modernized data delivery strategy. Lead dynamic collaboration with agency stakeholders, creative problem-solving to meet diverse needs, and continuous improvement of data services.
Building Partnerships
Forge strong, collaborative relationships with leaders across Agencies, acting as a trusted advisor and champion. Help Agencies modernize their data-driven practices through assessment, planning, and implementation of innovative solutions.
Program Innovation:
Launch and grow the Data Services Fellowship program, a professional-level fellowship program. As the leader of this inaugural program you will have the ability to shape its future. Define funding models, cultivate fellow and agency relationships, and establish the framework for a program that will accelerate data maturity across the state government.

Responsibilities
Drive Strategic Program Leadership
- Regularly conduct assessments with agencies to understand their data program requirements, challenges, and priorities.
- Recommend new services, modifications to existing services, or discontinuation of services based on analysis of maturity assessment results.
- Design and implement a modernized intake and onboarding process that streamlines adoption of OED managed data services.
Champion Agency Success and Adoption
- Build and foster agency partnerships through customer lifecycle management, including onboarding, engagement, and retention initiatives.
- Track agency adoption rates and measure the impact of the managed data services on agency performance and statewide cost savings.
- Coordinate training and support to end-users on adopted, managed data services.
Lead Continuous Improvement and Innovation
- Monitor and evaluate the effectiveness of all adopted managed data services; identify, plan and implement improvements.
- Gather feedback from agencies to refine data delivery services and address emerging needs.
- Maintain currency of managed data service agreements and supporting documentation.
- Lead change management to systematically implement new services or modifications to existing services.
Minimum Qualifications
Education: Bachelor's degree from an accredited college or university in Information Technology, Computer Science, Management Information Systems, or other information technology related field. Masters preferred.
Experience: Three (3) years of experience designing, developing, implementing and maintaining programs directly related to the required area of expertise.
