Database Management Specialist (Senior)

Introduction

Maryland Benefits (MD Benefits) is a dynamic, cloud-based platform. This enterprise-wide digital service allows organizations to build, test, host, operate, and integrate mission-driven applications, data, and emerging technologies. MD Benefits offers cloud-based Platform-as-a-Service (PaaS) capabilities, a shared data architecture, and product development services, all developed by the State of Maryland to help multiple agencies deliver and manage health, human, and social service benefits and programs. On July 1, 2025, the operation of the MD Benefits shared platform and statewide applications transitioned from the Department of Human Services (DHS) to the Department of Information Technology (DoIT).

Main Purpose

The Database Management Specialist (Senior) shall provide highly technical expertise and support in the use of DBMS.

Responsibilities

This individual is responsible for performing the following tasks:

1. Evaluating and recommending available DBMS products to support validated user requirements;
2. Defining file organization, indexing methods, and security procedures for specific user applications;
3. Developing, implementing, and maintaining database back-up and recovery procedures for the processing environments; and
4. Ensuring data integrity, security, and recoverability are built into the DBMS applications.
5. Create and maintain database objects such as tables, views, index, constraints, etc. for data platforms and custom applications.
6. Drive end-to-end availability, performance monitoring, and capacity planning for PostgreSQL, using native and 3rd party tools.
7. Design and develop logical and physical database designs from application requirements.
8. Design and implement automation using scripts and database functions.
9. Design and implement replication and backups for mission-critical/tier-1 applications.
10. Design and implement automation using scripts; must be proficient in SQL (EDB PostgreSQL/ Aurora DB).

Minimum Qualifications

This position requires a Bachelor’s degree from an accredited college or university with a major in computer science, information systems, engineering, business, or a related scientific or technical discipline; or three (3) years of equivalent experience in a related field.

General Experience:

The proposed candidate must have at least six (6) years of experience in DBMS systems analysis and programming.

Specialized Experience:

• The proposed candidate must have at least three (3) years of experience in using current DBMS technologies, application design utilizing various database management systems, and experience with DBMS internals.
• At least six (6) years of experience in administering on-prem/cloud based multiuser environments with expertise in planning, designing, building, and implementing complex database systems.
• In depth knowledge of the EDB PostgreSQL/ Aurora DB architecture.
• AWS cloud base Postgres database administration experience.
• Driven end-to-end availability, performance monitoring, and capacity planning for PostgreSQL, using native and 3rd party tools.
• Implemented automated methods and industry best practices for consistent installation and configuration of EDB PostgreSQL/Aurora for production, pre-production and non-production environments.
• Administered PostgreSQL/Aurora databases throughout the non-production (Sandbox, development, test, UAT, Training), pre-production (Staging) and production lifecycles in an AWS environment.
• Experienced with optimizing database performance through exhaustive pro-active testing and ongoing real-time monitoring.
• Experienced in scripting and database functions.
• Experience in testing database security and enterprise policy guidelines according to established best practices.
• Monitored and maintained the backups for database recoverability for all production databases.
• Must have experience working in the database domain with at least four (4) years of experience managing all operations of RDBMS databases such as Oracle/SQL Server/DB2 with a minimum of two (2) years of EDB PostgreSQL / Aurora DB.
• Experience with AGILE / DEVOPS a plus.
• Functional experience in Federal and/or State health and human services (HHS) programs is preferred (i.e., Supplemental Nutrition Assistance Program (SNAP), Temporary Assistance for Needy Families (TANF), Electronic Benefits Transfer (EBT), Medicaid).
