JOB OVERVIEW
MartinFed has an opening for a Business Systems Analyst Senior to join our team of talented and diverse individuals. The Senior Business Systems Analyst serves as a key expert supporting national security, defense, and law enforcement missions. This role provides advanced analysis, policy expertise, case management support, and IT governance guidance across complex programs. The individual will assess risks, analyze data and processes, develop actionable recommendations, and ensure alignment with organizational, mission, and regulatory objectives. The ideal candidate brings deep experience within the U.S. National Security and Intelligence Community (IC), strong IT life‑cycle and systems development knowledge, and the ability to translate complex technical subject matter for diverse audiences. This individual will also provide leadership, coordinate across multiple initiatives, and support senior stakeholders to ensure mission success.
Essential Functions:
- Mission, Policy, and Case Management
- Provide expert-level support to U.S. National Security and Intelligence Community mission sets.
- Conduct national security policy analysis and support government case management processes.
- Evaluate mission needs and develop recommendations supporting strategic and operational objectives.
- Data, Process, and Risk Analysis
- Analyze data, written materials, and operational processes to assess risks and identify improvements.
- Formulate recommendations aligned with organizational and mission requirements.
- Support decision-making through structured assessments and briefings.
- Program and Project Coordination
- Lead and coordinate multiple complex programs and projects.
- Provide leadership‑in‑place to synchronize activities across stakeholders and teams.
- Ensure program objectives, timelines, and deliverables remain aligned and achievable.
- IT Practices and System Development
- Apply IT governance and life‑cycle management principles to mission systems.
- Support system development life‑cycle (SDLC) activities.
- Apply Agile methodologies and support requirements elicitation and management.
- Ensure IT processes are aligned with best practices and mission needs.
- Communication, Conflict Resolution, and Technical Translation
- Translate complex IT subject matter to non‑technical audiences and stakeholders.
- Facilitate collaboration and resolve conflicts across diverse mission partners.
- Deliver clear reports, briefings, and presentations.
- Tools, Reporting, and Documentation
- Use JIRA, Microsoft Excel, Power BI, PowerPoint, Visio, Word, and SharePoint to track, analyze, and present information.
- Develop written reports, documentation, and visual materials to support senior leadership.
QUALIFICATIONS:
- U.S. Citizen with an active TS/SCI clearance and ability to obtain a polygraph.
- Bachelor's or Master's degree preferred.
- 10 years of experience working within U.S. National Security, defense, or law enforcement communities.
- 10 years of experience supporting U.S. National Security mission sets, including 3 years of national security policy and government case management.
- Minimum 8 years of experience analyzing data, information, and processes to assess risks and generate mission-aligned recommendations.
- Minimum 8 years of experience coordinating or leading complex programs or multiple concurrent projects.
- Minimum 8 years of experience with IT best practices, including:
- IT Life-cycle management / IT governance
- Systems development life-cycle
- Agile methodologies
- Requirements elicitation and management
- Minimum 8 years of experience translating technical subject matter and resolving conflicts across diverse technical and non‑technical audiences.
- Minimum 5 years of experience using JIRA, Microsoft Excel, Power BI, PowerPoint, Visio, Word, and SharePoint.
- Minimum 5 years of experience writing reports, briefings, and delivering presentations.
DESIRED:
- Prior experience providing senior-level analytical support within the IC or DoD.
- Strong ability to coordinate across multi‑disciplinary teams and mission areas.
- Demonstrated experience developing structured analytical products for senior leadership.
