JOB OVERVIEW

MartinFed has an opening for a Technical Expert SME to join our team of talented and diverse individuals. The Technical Expert serves as a senior subject matter authority supporting U.S. National Security, Intelligence Community (IC), defense, and law enforcement missions. This role provides expert guidance across mission operations, policy, systems, and program execution. The individual will leverage deep experience in national security systems, IC mission sets, and FISA policy to evaluate processes, analyze data, and recommend improvements. They will lead complex initiatives, support case management activities, and ensure alignment with mission objectives and regulatory requirements.

The ideal candidate brings extensive experience within the IC, strong leadership and program management capabilities, and the ability to translate complex technical and policy-related subject matter for diverse audiences. This individual will also provide strategic guidance to senior stakeholders and ensure successful execution of critical programs.

Essential Functions:

  • Mission, Policy, and Case Management
    • Provide expert-level support to U.S. National Security and Intelligence Community mission sets.
    • Apply extensive knowledge of FISA policy and government case management processes.
    • Evaluate mission requirements and recommend strategic and operational improvements.
  • Data, Systems, and Process Evaluation
    • Evaluate policy, data, and enterprise systems to identify gaps and improvement opportunities.
    • Analyze how stakeholders use systems and applications in operational environments.
    • Recommend and implement corrective actions to enhance system and mission effectiveness.
  • Program and Project Leadership
    • Lead, plan, initiate, coordinate, and execute complex programs and special projects.
    • Oversee multiple efforts of varying scope and complexity to ensure mission success.
    • Align program activities with organizational priorities and stakeholder expectations.
  • Systems Expertise and IT Application
    • Utilize extensive experience with U.S. National Security systems and enterprise applications.
    • Provide insight into system usage, performance, and optimization across mission stakeholders.
    • Support integration and alignment of systems with mission and operational needs.
  • Communication and Technical Translation
    • Translate complex technical and policy subject matter for both technical and non-technical audiences.
    • Prepare and deliver clear, concise briefings and presentations to senior leadership.
    • Demonstrate poise, tact, and diplomacy when engaging with stakeholders at all levels.
  • Tools, Reporting, and Documentation
    • Use Microsoft Word, Excel, PowerPoint, Power BI, and SharePoint to develop reports and presentations.
    • Produce written documentation and visual materials to support decision-making.
    • Deliver high-quality analytical products and briefings.

QUALIFICATIONS:

  • U.S. Citizen with an active TS/SCI clearance and ability to obtain a polygraph.
  • Minimum 15 years of experience working in U.S. National Security, Intelligence Community, defense, or law enforcement environments.
  • Minimum 10 years of experience using U.S. National Security systems.
  • Minimum 8 years of experience supporting IC mission sets, including FISA policy and case management.
  • Minimum 8 years of experience leading, planning, and executing complex programs and projects.
  • Minimum 8 years of experience evaluating policy, data, and systems and recommending improvements.
  • Minimum 8 years of experience implementing corrective actions.
  • Minimum 8 years of experience understanding and supporting stakeholder use of enterprise systems.
  • Minimum 8 years of experience translating complex subject matter across technical and non-technical audiences.
  • Minimum 10 years of experience writing reports, delivering briefings, and presenting to senior stakeholders.
  • Minimum 10 years of experience demonstrating professionalism, tact, and diplomacy with all levels of staff.
  • Minimum 8 years of experience using Microsoft Word, Excel, PowerPoint, Power BI, and SharePoint.

DESIRED:

  • Extensive experience supporting senior-level initiatives within the Intelligence Community or DoD.
  • Demonstrated ability to lead high-visibility, mission-critical programs.
  • Strong analytical, communication, and stakeholder engagement skills.
  • Proven ability to develop and present executive-level briefings and recommendations.

PHYSICAL REQUIREMENTS & ENVIRONMENTAL CONDITIONS

  • Inside office environment.
  • Working on a computer for long periods of time.
  • May involve long period of sitting at a desk.
  • The work environment is fast-paced and sometimes involves extreme deadline pressures.
