Technical Program Manager, Systems Engineering

MARTAC
Melbourne, FL Full Time
POSTED ON 10/23/2026
AVAILABLE BEFORE 2/19/2027

Overview

MARTAC is seeking a Technical Program Manager to drive prioritization, execution, and resourcing across the Systems Engineering department. This is a senior-level role responsible for keeping ongoing and emerging efforts on track, allocating team capacity against shifting operational and developmental requirements, and ensuring the department's work stays aligned with contract and program commitments. The role requires real technical depth, not just program management process, particularly in network systems, communications systems, or hardware systems, so that prioritization and resourcing decisions are grounded in an accurate understanding of the underlying engineering work. The position reports administratively to the Director, Systems Engineering and operationally to the Chief Systems Engineer, mirroring the department's existing split between administrative authority and technical authority. The Technical Program Manager owns the tasking and prioritization decisions day to day, while the Chief Systems Engineer retains final technical authority over systems-level design and requirements.

Responsibilities

  • Prioritize and sequence ongoing and emerging Systems Engineering projects against contract commitments, operational needs, and available capacity.
  • Manage day-to-day tasking and workload distribution across the Systems Engineering team, adjusting assignments as requirements shift.
  • Delegate resources across concurrent efforts to meet both developmental (new capability, new platform) and operational (fielded support, sustainment) requirements.
  • Track program schedules, dependencies, and risks across Systems Engineering efforts, escalating conflicts or resourcing gaps to the Director and Chief Systems Engineer.
  • Coordinate with Project Managers and platform teams to align Systems Engineering support with each program's schedule and deliverables.
  • Partner with the Chief Systems Engineer to ensure prioritization decisions respect technical dependencies and design authority.
  • Support staffing and capacity planning for the Systems Engineering department, identifying gaps as workload grows or shifts.
  • Maintain visibility into department-wide status for leadership reporting and customer program reviews.

Required Qualifications

  • Bachelor's degree in Engineering or a related technical field.
  • Senior-level experience managing technical programs, projects, or engineering team workload in a fast-moving development environment.
  • Hands-on technical expertise in one or more of the following: network systems, communications systems, or hardware systems management, sufficient to make informed prioritization and resourcing decisions.
  • Working knowledge of the systems-level domains being tasked and resourced (communications, power, C2, radios, compute, or hardware integration), enough to evaluate technical trade-offs when sequencing work.
  • Demonstrated ability to prioritize competing efforts and delegate resources across a technical team under shifting requirements.
  • Strong organizational and communication skills, with the ability to work across engineering, program management, and leadership stakeholders.
  • Comfort operating within a split reporting structure, managing team execution day to day while deferring technical design authority to the Chief Systems Engineer.

Preferred Qualifications

  • Prior experience supporting defense customers or defense engineering programs.
  • Background in systems engineering disciplines (requirements management, integration, verification).
  • Experience with program management tools for scheduling, tasking, and resource tracking.
  • Prior experience operating within a matrixed engineering organization supporting multiple concurrent product lines.
