Job Summary:

The position is responsible for managing the entire project lifecycle, from initial definition through final implementation, while maintaining accountability for scope, cost, schedule, and quality. Serving as the Owner's on-site civil lead for a combustion turbine project, this individual provides critical oversight, verification, and coordination of all civil and underground utility construction activities. The role demands a highly skilled professional who can effectively communicate with diverse stakeholders, drive project milestones, and ensure that all work is executed in strict accordance with issued-for-construction drawings, specifications, and applicable codes. With a strong emphasis on quality assurance, safety compliance, and change management, this position plays a pivotal role in ensuring successful project delivery from groundbreaking through turnover.
Responsibilities:
- Manage the full project lifecycle from project definition through implementation, ensuring adherence to agreed-upon scope, cost, schedule, and quality measures
- Develop and maintain the project plan, driving milestones and ensuring timely delivery
- Establish and maintain an effective communication plan with the project team and key stakeholders
- Provide day-to-day direction to project resources and ensure teams are equipped with the support and resources needed to meet defined objectives
- Ensure effective change management is implemented throughout the course of the project
- Prepare and maintain project documentation and status reports
- Verify that contractor work complies with drawings, specifications, and applicable codes
- Enforce inspection and test plan requirements, including hold points, and document completed owner inspections through the defined inspection program
- Identify and escalate non-conformances, risks, and quality deficiencies in a timely manner
- Provide oversight of mass concrete foundations, including rebar placement, anchor bolt alignment, and embedded item installation
- Oversee underground utility construction, including electrical duct banks, piping, and gas lines
- Coordinate and verify concrete and soils testing performed by third-party testing agencies
- Serve as the primary interface between the owner, contractors, engineering teams, and QA/QC personnel
- Ensure safety compliance and enforcement of environmental controls, including SWPPP requirements
- Maintain thorough inspection documentation and actively support turnover readiness activities
- Review concrete pour plans and verify implementation, formwork quality, testing readiness, and ITP compliance
- Verify excavation, subgrade preparation, and bearing conditions prior to concrete placement
- Witness pre-pour inspections and concrete placement activities, and ensure proper curing methods and protection measures are in place
- Monitor trenching, bedding, and backfill operations for underground utilities
- Verify utility routing, separation distances, and testing of piping and gas systems
- Ensure accurate as-built documentation is maintained throughout construction
- Track soil compaction and laboratory test results, verify concrete test results meet specifications, and escalate failed tests while ensuring corrective actions are implemented

- Strong understanding of construction sequencing and the ability to interpret drawings, specifications, and geotechnical reports
- Solid knowledge of safety compliance standards and environmental control requirements, including SWPPP
- Ability to identify, document, and escalate non-conformances and quality deficiencies effectively
Experience:
- 7 or more years of experience in heavy civil or industrial construction
- Demonstrated experience with mass concrete construction and underground utility installation
- Prior experience in an owner's representative or construction oversight role is preferred
- Familiarity with combustion turbine or power generation projects is a plus
Qualifications:
- Bachelor's degree in Civil Engineering, Construction Management, or a related field preferred
- Relevant professional certifications in construction management or quality assurance are a plus
- ACI (American Concrete Institute) certification or equivalent concrete field testing credentials preferred
