Job Summary

We are seeking an experienced and detail-oriented analyst to support strategic clean fuel initiatives and regulatory reporting efforts within a dynamic energy and sustainability environment. This role is responsible for tracking and managing a portfolio of pilot programs, maintaining greenhouse gas emissions data, supporting regulatory filings, and collaborating with internal subject matter experts to advance the organization's clean fuel strategy. The ideal candidate brings a strong foundation in lifecycle greenhouse gas emissions analysis, hands-on experience with the GREET model, and a proven ability to manage complex datasets, reporting requirements, and cross-functional stakeholder relationships.


Responsibilities

  • Monitor and maintain oversight of approximately 15 approved pilot programs within the Natural Gas Innovation Act portfolio, tracking milestones, progress, outcomes, and key performance indicators

  • Coordinate with internal stakeholders to ensure pilot program information remains accurate and up to date

  • Support regulatory staff in preparing reports, presentations, and documentation for regulatory agencies and commissions

  • Lead the collection, validation, and organization of data required for annual regulatory reporting, including commission filings submitted each June

  • Assist in the development of future program plans and regulatory proposals, including support for the next five-year plan scheduled for submission in 2028

  • Perform lifecycle greenhouse gas emissions analyses to support clean fuel initiatives and strategic decision-making

  • Utilize the GREET (Greenhouse Gases, Regulated Emissions, and Energy Use in Technologies) model to evaluate carbon impacts and emissions reductions

  • Support the organization's broader clean fuel strategy through emissions modeling, reporting, and research activities

  • Maintain spreadsheets, databases, and tracking tools used for program reporting and emissions analysis

  • Coordinate regular meetings with internal subject matter experts across engineering, environmental, regulatory, operations, and sustainability functions

  • Translate complex technical findings into clear, concise reports for leadership and regulatory audiences

  • Ensure data accuracy, consistency, and audit readiness across all program and emissions records


Skills

  • Lifecycle greenhouse gas emissions analysis and carbon accounting

  • Proficiency with the GREET model for evaluating carbon impacts and emissions reductions

  • Advanced data management and analytical skills, including expert-level Excel proficiency

  • Regulatory reporting, compliance support, and government filing preparation

  • Program and project tracking with attention to milestones and key performance indicators

  • Cross-functional stakeholder coordination and technical communication

  • Knowledge of clean fuel programs, renewable natural gas, low-carbon fuels, or decarbonization strategies

  • Familiarity with greenhouse gas accounting frameworks and carbon reduction initiatives

  • Experience with carbon offset markets or carbon credit programs is a plus

  • Strategic thinking and ability to synthesize complex information for diverse audiences


Experience

  • 5–10 years of professional experience in greenhouse gas accounting, sustainability, clean fuels, environmental compliance, or a related discipline

  • Demonstrated experience conducting lifecycle greenhouse gas emissions analyses

  • Hands-on experience using the GREET model in a professional setting

  • Experience supporting regulatory reporting, compliance programs, or government filings

  • Background in energy and utilities, sustainability and environmental consulting, clean fuels and decarbonization, carbon accounting, or regulatory and environmental compliance preferred

  • Experience working with utilities, energy companies, environmental consulting firms, or regulatory agencies is strongly preferred


Qualifications

  • Bachelor's degree in Environmental Science, Sustainability, Engineering, Energy Systems, Public Policy, or a related field
