What are the responsibilities and job description for the Facility Compliance Officer position at Madison County Commission?
This is an administrative position for planning and implementation of all activities towards mandatory compliance with the ACA standards per county and state code for licensing requirements for the Neaves-Davis Center for Children.(All duties listed may not be included in any one position nor does the list include all tasks found in a position of this class.)
Under the direction of the Director of Detention Care Services, oversees the internal management audit process by coordinating, scheduling training and ensuring all areas of compliance with Standards adopted by the Department of Youth Services for yearly licensing purposes.

- Assists the Director of Detention Care Services in monitoring ACA compliance and making recommendations for resolving problem areas as assigned.
- Assists in maintaining ACA compliance throughout the department, conducting on site inspections and providing guidance on corrective actions when inspections warrant such actions.
- Responsible for re-inspections with written responses to findings.
- Maintain all facility standards at the end of a certain period for auditing purposes, by ensuring 100% compliance for a license to be granted the facility for each 12 month period.
- May develop and/or revise recommendations for department policies that relate to procedures and standards, as well as identify all training needs. Completes a self-evaluation report, which prepares the facility to pass all audits administered by the State of Alabama Department of Youth Services.
- Training for this position may occur on site or off site of the facility.
- Responsible for ensuring all county employees within the detention facility are trained and the standards for which they are bound are followed to the letter.
- This includes all mandatory and non-mandatory standards.
- Conducts all staff training, staff meetings, prepares correspondence and reports related to standards for detention activities.
- Maintains all standard files, ensuring all standards for which this facility operates on a 24/7 basis.
- Maintains all training files, attendance records, and meetings of professional organizations.
- Responsible for the human services, ensuring the facility has close working relationships with service clubs, citizen interest groups, self help groups, and individual citizen volunteers who offer their services.
- Coordinates facility Volunteer Program to include volunteer training, background checks and volunteer record keeping
- Performs related work as required.
- Attainment of a minimum of a B.A. from a recognized college or university in social, educational or behavior sciences.
- Minimum of 5 years experience in a responsible position with heavy emphasis in documentation.
- Complete and thorough knowledge of the ACA standards for which juvenile detention facilities are governed.
- Ability to conduct training for staff members.
- Ability to maintain records and files.
- Must have skills to communicate technical knowledge and express ideas effectively;
- Ability to establish and maintain effective working relationships with employees.
- Ability to communicate, both orally and in writing;
- ability to use modern office methods, techniques and equipment and skill in using a computer.
- Must be able to communicate effectively.
- The person in this position frequently communicates in person and on the telephone.
- Needs to be able to operate office productivity machinery such as a calculator, copy machine, and computer printer.
- Must pass a physical exam and a drug screen.
- Must undergo a criminal background check.
- Must complete a minimum of 120 hours of training during the first year of employment and forty hours of training each year in Juvenile Justice and related fields.
- Must possess a valid Alabama driver's license with a good Department of Motor Vehicle driving record and the ability to maintain that license during the employment period.
