Qualifications:

  1. Bachelor's degree from an accredited college or university in the discipline of public administration, business administration, human resource management, or a Master’s Degree in Educational Administration is required
  2. Educational Leadership and/or Administration Certificate Preferred
  3. A minimum of three (3) years successful experience in public administration, business administration, human resource management, or school administration required
  4. Valid Alabama Driver’s License
  5. Such alternatives to the above qualifications as the Board may find appropriate and acceptable

Supervisor: Director of Personnel

 

Background Check Required: (Ala. Code §§16-22A-5) Upon offer of employment, employees will be required to submit legible fingerprints for a background review by the Alabama Bureau of Investigation and the Federal Bureau of Investigation. Background checks may not be more than ten

(10) years old.

 

 Required Knowledge, Skills, and Abilities:

  1. Knowledge of personnel and employee laws, policies, rules, and regulations.
  2. Ability to exercise objective professional judgment.
  3. Skills in public relations and problem-solving.
  4. Strong organizational, communication, and interpersonal skills.
  5. Skills in recruitment, selection, assignment, evaluation, and retention of personnel.
  6. Maintain membership and participate in professional Personnel/ HR organizations such as CLAS, AASPA, and AASBO.
  7. Participate in all ALSDE certification trainings
  8. Physical mobility and visual acuity to investigate personnel problems at on-site work locations.

Essential Functions:

  1. Coordinates and supervises the recruitment, selection, induction, evaluation, and retention of personnel and substitutes for the school system.
  2. Coordinates with the Director of Personnel and the Chief School Financial Officer for the budgeting of all full and part-time personnel.  
  3. Maintains an updated application file of prospective candidates for all teaching, substituting, administrative, supervisory, and support positions.
  4. Screens and processes applications of candidates and substitutes in accordance with the Board's Policy for the employment of personnel.
  5. Reviews with the Director of Personnel the Superintendent’s recommendations for submission to the Board
  6. Assists with establishing and maintaining a comprehensive, efficient, accurate, and current system for employee personnel records of the school district.
  7. Assists with preparing and maintaining statistical information on all personnel, and submits the necessary statistical reports to the Board, Alabama State Department of Education, and the Equal Employment Opportunity Commission.
  8. Keeps abreast of governmental statutes, regulations, and rules relating to personnel administration and advises interested parties of the provisions of the law.
  9. Assists with research pertaining to personnel, studies of staff characteristics, professional standards, and other pertinent projects.
  10. Assists with coordinating the development and maintenance of a current policy manual for the school system and interprets existing polices and regulations to the staff.
  11. Assists with the development of job descriptions for new staff positions and assists with coordinating the periodic review and revision of existing job descriptions.
  12. Assists with coordinating the development and maintenance of the school system’s salary schedule
  13. Supports the work of the Policy Review Committee.
  14. Assists with coordinating onboarding for new employees.
  15. Counsels with any employee who is referred by his/her supervisor and/or who voluntarily requests an appointment.
  16. Assists with receiving, reviewing, and processing requests for transfers in accordance with Board policy.
  17. Works directly with each school principal and/or supervisor on all matters relating to personnel.
  18. Supports review, recruitment, hiring, and assists in interviewing, training, and onboarding of substitutes.
  19. Assists with facilitating Principal/AP observations/documentation of substitutes.
  20. Assists with compliance auditing of personnel files
  21. Assists with the investigation of personnel matters directly related to job performance and employment suitability.
  22. Assists the Director of Personnel with employee-related matters, including consultation with the Board attorney regarding job performance, procedures, and policies.   
  23. Performs other duties and assignments as assigned by the supervisor.

 

  •  This position will be subject to the Students First Act of 2011. Madison City Schools reserves the right to fill this position by transfer of a qualified applicant who is already employed by Madison City Schools.
  •  Under the Students First Act of 2011, no credit toward tenure or non-probationary status is earned in the initial school year of employment if the date of hire occurs after September 30.

 




Expected Employment: 240 days (full year)

Evaluation: According to established Board policies and administrative procedures and guidelines.

 

Salary Range: According to Madison City Schools Salary Schedule (Salary based on employment for complete year)
