What are the responsibilities and job description for the Scheduling Specialist & Telestaff Administrator position at Madison, City of (WI)?

The City of Madison Police Department (MPD) is looking to hire a Scheduling Coordinator and Telestaff Administrator! This position is responsible for programmatic work in staffing and scheduling commissioned and professional staff within the Police Department. This work requires exercising considerable judgement and discretion in the interpretation and application of police department and city policies and procedures.

This position also assists with:

  • Configuring, maintaining, and monitoring the Madison Police Department’s scheduling system using law enforcement and payroll industry software programs (UKG Telestaff, Tyler MUNIS, and other inter-related software platforms).
  • Staffing for city-wide special events.
  • Identifying and fixing potential scheduling errors before the closing of payroll 
  • Creation and ongoing maintenance of all commissioned and professional staff work schedules. 
  • Technical work such as basic computer programming 
  • Building and configuring staff assignments (position, shift, and day off rotation) with a special focus on patrol staffing schedules.
  • Scheduling all staff for internal and external trainings, which consists of processing registration, programmatic financial recording and recordkeeping.

It should be noted that during annual shift reassignment, all configuration functions become a full-time job, and other aspects of the job must be set aside until completing of time sensitive tasks. This position coordinates directly with the Finance Unit TeleStaff Administrator for all TeleStaff configuration, support, and maintenance. This position is the Co-lead of the PD TeleStaff Team with the Finance Unit TeleStaff Administrator.

Following an initial training period, this position may work a portion of scheduled hours remotely each week, based on supervisor approval and agency needs.

TeleStaff Administration, Configuration and Support

  • Perform basic business analysis to document customer requirements.
  • Write, test, and implement application code.
  • Adhere to standards to ensure proper controls and security within code modules.
  • Prepare documentation for users.
  • Document customizations.
  • Configure application interfaces and workflows.
  • Test customizations and new functionality.
  • Prepare and conduct data conversion tasks.
  • Create digital reports for end users.
  • Conduct administrative functions - setting up users, groups, permissions, etc.
  • Facilitate remote vendor support and manage application architecture documentation.
  • Troubleshoot user and system issues and coordinate with vendor and City IT to resolve.
  • Perform quality assurance testing.
  • Stay current on new TeleStaff features and configuration updates and work to implement those that would augment MPD’s utilization of TeleStaff.
  • Train academy recruits on TeleStaff basics and provide other departmental training topics as requested.
  • Work closely with City IT personnel until Telestaff migrates to Google Cloud.
  • Maintain and update overtime logging buckets.

 

Staff Scheduling 

  • Perform primary scheduling for all Department staff following guidelines that maintain maximum staffing minimums for all positions in each unit and Federal Labor Standards Act (FLSA) requirements. Including but not limited to
    • Planned and unexpected city-wide special events and training dates.
    • Annual Wellness Day.
    • Short-term and long-term military leave.
    • Restricted duty and other extended leave.
    • Specialized training requests.
  • Coordinate with MPD Human Resources, District Command Staff, Training Team, Special Events section, and specialty team leaders.
  • Add/remove staffing holds for training and special events as needed.
  • Utilize Telestaff’s Bidding module to update auctions to allow employees to sign up for spring and fall professional development.
  • Monitor and report quarterly on Regular Day Off (RDO) imbalances (RDO-Worked and RDO-Owed), notifying supervisors for reconciliation.
  • Ensure that Telestaff accurately reflects training attendance.
  • Provide employees with guidance for registering, paying for, and coordinating all details related to the approved training (fees, travel, lodging, per diem) in compliance with City Training/Travel policies and procedures (APM 1-5).
  • Enter approved Sergeant and Detective field training time on individual calendars.
  • Deploy Probationary Patrol Officers with their Field Training Officer.
  • Provide backup assistance for Sergeant Scheduler duties in their absence to include processing leave requests, processing scheduling adjustments, patrol day trades, and special scheduling requests.


 Perform related work as required.

  • Two (2) years of scheduling software administration experience.
- OR -
  • Associate's degree or higher in applied science, computer science or a related field. AND
  • One (1) year of scheduling software administration experience.
-OR-
  • Bachelor's degree or higher in applied science, computer science or a related field.
Other combinations of training and/or experience which can be demonstrated to result in the possession of the knowledge, skills, and abilities necessary to perform the duties of this position will also be considered.

Physical Requirements:

Work is primarily sedentary in nature and performed in an office environment, requiring the ability to sit/stand at a desk, work on a computer, and use a monitor for extended periods of time. Employees will be expected to use standard office equipment such as a telephone, computer, calculator, copier, and fax machine.


*Payroll title for this position is IT Specialist 1.

Salary : $73,026 - $85,983
