Position Overview:
We are seeking a highly skilled Senior Functional Technical Lead with deep expertise in PeopleSoft HCM 9.2 and CAPPS HR/PY environments supporting large-scale statewide ERP operations. The ideal candidate will bring strong technical development skills, functional HR/payroll knowledge, and extensive experience supporting Texas public sector ERP systems, ensuring compliance, stability, and continuous improvement across enterprise HR operations.
Key Responsibilities:
- Provide end-to-end support for CAPPS HR/PY modules, ensuring system stability, compliance, and operational continuity.
- Perform system configuration changes and oversee technical development activities across ERP environments.
- Develop and support technical components including App Designer, Integration Broker, SQR/SQL, BI Publisher, and SAP Business Objects.
- Manage batch processing activities including Run My Jobs (RMJ) and monitor job scheduling and execution.
- Support Priority 1 and Priority 2 incidents in coordination with Major Incident Management (MIM) processes.
- Participate in Disaster Recovery (DR) exercises and ensure system readiness and recovery compliance.
- Coordinate fiscal year-end processes at a statewide level, ensuring smooth payroll and HR transitions.
- Provide Tier 2 support across a large multi-agency environment, coordinating with Managed Services Tier 3 vendors.
- Develop strategic roadmaps and contribute to functional project management activities within CPA s CAPPS program.
- Prepare executive-level presentations, audit responses, and open records request documentation.
- Ensure compliance with federal labor laws, FMLA regulations, State of Texas policies, and NIST security standards.
- Analyze and resolve data synchronization issues between CAPPS and SPRS systems using SQL.
- Manage Approval Workflow Engine (AWE) configurations and support HR workflow automation.
- Ensure WCAG 2.1 compliance for all distributed reports, documents, and communications.
- Interpret contractual obligations and enforce vendor accountability in daily operations.
Required Experience:
- Extensive experience supporting CAPPS HR/PY and PeopleSoft HCM 9.2 environments.
- Strong technical expertise in App Designer, Integration Broker, SQR/SQL, BI Publisher, and reporting tools.
- Hands-on experience with system configuration, batch job management, and production support.
- Experience supporting large-scale, multi-agency ERP environments (30 agencies).
- Strong knowledge of federal labor laws, including FMLA compliance.
- Experience in incident management (P1/P2), DR exercises, and ITIL-based service operations.
- Experience with executive reporting, audits, and contract interpretation.
- Experience managing fiscal year processing in a statewide ERP environment.
Preferred Experience:
- Experience supporting Texas Statewide Financial Systems and legacy ERP environments.
- Strong understanding of CAPPS governance, operations, and production support processes.
- Experience working with managed service providers in Tier 3 support models.
