The job of a Personnel Specialist is done for the purpose/s of examining and performing a variety of specialized human resources duties related to the recruitment, credentialing, selection, classification, compensation, and processing of new classified and certificated personnel; serving as a technical resource to District employees and the general public regarding personnel functions, activities, policies, procedures, regulations and negotiated language; preparing, maintaining, and evaluating a variety of manual and automated personnel files, records, and reports; and assisting in ensuring that personnel functions conform to all applicable regulatory requirements.
This job reports to DESIGNATED ADMINISTRATOR.

Essential Functions
Administers a wide variety of personnel activities, policies, and programs (e.g. advertise positions, process applications, verify employment, new employee orientation functions, contracts, compensation schedule, etc.) for the purpose of conforming to District policies and relevant laws, contracts, and agreements.
Analyzes testing psychometrics (e.g. reliability analyzes and examination validation (face, content) studies, etc.) for the purpose of ensuring use and development of legally defensible testing materials and improving and refining testing tools and practices.
Assists with maintaining department websites and other on-line sites or systems for the purpose of delivering service in compliance with established guidelines.
Assists in the planning, coordination, and implementation of a cohesive classification and compensation study for the District (e.g. internal alignment, market study, trends, job analysis, salary study, etc.) for the purpose of recommending classification actions, addressing reclassification requests, and supporting programs and services.
Attends and participates in a variety of meetings, conferences, in-services, and District events and activities (e.g. professional development, district special events, employee recognition and retirement ceremonies, etc.) for the purpose of providing professional/articulate communication and presentation, and implementing services and/or programs within established time frames and in compliance with related requirements.
Communicates with other district employees, departments, administrators, applicants, and the public for the purpose of providing information and assistance concerning employment, recruitment, personnel records, and/or labor relations and related legal requirements.
Coordinates employment process (e.g. writing/editing job descriptions, advertising, processing applications, preparing screening criteria, administering/evaluating tests, scheduling interviews, processing new personnel, explaining benefits, etc.) for the purpose of meeting District staffing requirements while complying with established guidelines.
Develops a wide variety of written annual reports (e.g. state, federal, and county reports, forms, procedures, brochures, pamphlets, etc.) for the purpose of documenting statistical data, activities, providing written reference, and/or conveying information.
Informs employees and applicants regarding a variety of procedures and program requirements for the purpose of providing necessary information for making decisions, taking appropriate action, and/or referring to someone else if appropriate.
Interprets contract language, education codes, Merit system, PC rules and regulations, and employment regulations for the purpose of ensuring compliance with regulatory requirements.
Maintains confidential and nonconfidential, manual, and electronic documents, files, and records (e.g. labor contracts, vacancy listings, applicant tracking, etc.) for the purpose of providing accurate information in compliance with established guidelines.
Meets and coordinates with incumbents to review job descriptions for document improvement, job relevance, and identification of critical job requirements for the purpose of ensuring proper testing and training.
Monitors a variety of processes and develops partnerships with businesses (e.g. applications, eligibility lists, vacancy status, recruitment, etc.) for the purpose of ensuring efficient processing of applicants and employees; addressing position requirements; responding to District recruitment, selection, and retention needs; and adhering to legal and/or administrative requirements.
Prepares and maintains a variety of records and reports related to classified and certificated personnel information (e.g. District and Personnel Commission web pages postings, employee credentials, seniority, assigned activities, educational units, automated personnel and salary records, etc.) for the purpose of providing documentation and information to others and assuring accuracy of input and output data.
Presents information on a variety of topics (e.g. labor relations, affirmative action, employment, etc.) for the purpose of conveying information and/or making recommendations regarding District services.
Researches information required to manage assignments including reviewing relevant policies and current practices for the purpose of developing new programs/services, ensuring compliance with legislative requirements, securing general information for planning, and/or responding to requests.
Responds to written and verbal inquiries related to personnel processes from a variety of internal and external sources for the purpose of resolving problems; providing information, and/or referring to appropriate personnel.
Serves as a liaison to committees, organizations, and/or District on behalf of the Human Resources Officer for the purpose of conveying and/or gathering information required for District operations.
Supports assigned administrative personnel and department staff for the purpose of assisting in the performance of their work activities.

EDUCATION AND EXPERIENCE:
- Associate's degree in a job related field.
- Two (2) years of job related experience.
- Any other combination of education, training, and experience, which demonstrates that the applicant is likely to possess the required skills, knowledge, or abilities, may be considered.

Responsibility

Work Environment
The usual and customary methods of performing the job's functions require the following physical demands: some lifting, carrying, pushing, and/or pulling, some stooping, kneeling, crouching, and/or crawling and significant fine finger dexterity. Generally, the job requires 60% sitting, 20% walking, and 20% standing. This job is performed in a generally clean and healthy environment.
