- Basic Function
- The job of Assistant Superintendent - Business Services is done for the purpose/s of supporting the Superintendent, Board, and department administrators in leading to increase student achievement for the purpose of developing and implementing services and programs and achieving operational goals; overseeing the delivery of business services of the district including the following departments: Food Services, Security, Purchasing, Risk Management, Accounting and Fiscal, Facilities, Maintenance, Operations, and Transportation; providing technical expertise regarding District business and serving as a resource to others; achieving defined objectives by planning, organizing, evaluating, developing, implementing and maintaining services in compliance with established guidelines; and serving as an integral member of the Superintendent’s Cabinet. This job reports to Superintendent of Schools.

Essential Functions
- Analyzes data from internal and external sources for the purpose of analyzing issues; ensuring compliance with policies and procedures; making good fiscal decisions; and/or monitoring program components.
- Collaborates with a wide variety of internal and external groups (e.g. department heads, auditors, community organizations, regulatory agencies, consultants, etc.) for the purpose of implementing program components; creating long and short term plans; and addressing organizational objectives.
- Conducts research and participates in learning best practices (especially pertaining to department /site) for the purpose of ensuring a high-functioning department with high-quality workforce.
- Develops a wide variety of documents and presentation materials, independently and/or through delegation to other personnel (e.g. plans, proposals, policies, budgets, power point presentations, manuals, reports to the board, informal reports to departments, procedures, etc.) for the purpose of implementing and maintaining services and/or programs.
- Establishes and enforces standards and expectations of performance for assigned personnel (e.g. supervises, coordinates, trains, provides work direction and guidance, reviews work, counsels, and evaluates, etc.) for the purpose of ensuring that standards are achieved and performance is maximized.
- Identifies, with team input, policies and procedures, which support efficient processes for school sites for the purpose of allowing increased focus on student academic growth.
- Manages business services and related departments (e.g. Food Services, Security, Purchasing, Risk Management, Accounting and Fiscal, Facilities, Maintenance, Operations, Transportation, etc.) for the purpose of achieving organizational objectives while complying with established requirements; providing technical expertise; and setting the vision, goals, and objectives for business service.
- Monitors assigned programs and/or department activities by meeting with department teams weekly; meeting with individuals one-on-one as needed; gathering information; and providing information for the purpose of ensuring that performance objectives are met within budget and in compliance with established operational practices.
- Oversees and develops internal controls, work processes, programs for the purpose of managing the financial operations of the organization and ensuring accurate and timely accounting in accordance with regulatory requirements and established guidelines.
- Participates as a member or facilitator in meetings, workshops and seminars that frequently involve a range of issues (e.g. financial processes, operations, facilities, business services, goal attainment, problem resolution, personnel and staffing, etc.) for the purpose of conveying and/or gathering information required to perform functions.
- Plans, develops, and directs the implementation of administrative procedures, division policies, board agenda reports, and organization or operational for the purpose of providing services within established timeframes and in compliance with related requirements.
- Prepares and administers the Business Service Division budget, directs the preparation of the district’s annual budget; and interprets applies and assures compliance with federal, state, county, and city statutes, laws, codes, regulations, and legal requirements for the purpose of providing written support and/or conveying information in compliance with guidelines.
- Recommends solutions to a wide variety of complex issues to the superintendent and the governing board for the purpose of addressing fiscal, operational, or facilities decisions and needs of the district.
- Represents the District as needed (e.g. at conferences, at conventions, in the community, etc.) for the purpose of serving as a spokesperson for the district and addressing matters that require immediate attention.
- Responds to a wide variety of inquiries from internal and external sources (e.g. union leadership, other departments, newspaper reporters, parents, employees, community, etc.) for the purpose of identifying relevant issues and recommending or implementing action plans.
- Supports the Superintendent, Board, and department administrators in leading to increase student achievement for the purpose of developing and implementing services and programs and achieving operational goals.
- Performs other related duties as assigned for the purpose of ensuring the efficient and effective functioning of the work unit.
- Initial/Minimum Qualifications

Education and Experience:
- Master’s degree in job-related area with an emphasis in a related field.
- Five (5) years of experience in a job-related field, which includes one (1) year of supervisory experience.

SKILLS are required to perform multiple, technical tasks with a need to periodically upgrade skills in order to meet changing job conditions. Specific skill based competencies required to satisfactorily perform the functions of the job include: developing and administering budgets; operating standard office equipment including utilizing pertinent software applications; planning and managing multiple projects; preparing and maintaining accurate records; and training, developing and supervising staff.

Specific knowledge based competencies required to satisfactorily perform the functions of the job include: pertinent laws, codes, regulations, and procedures related to school finance; contract laws; business law; state school building guidelines, risk management and liability issues; budget management and public sector accounting; school budget preparation; financial reporting requirements; current trends and practices of school accounting systems; school district audit procedures; principles and methods for proper building maintenance and operations; and collective bargaining procedures.
ABILITY is required to schedule a number of activities, meetings, and/or events; routinely gather, collate, and/or classify data; and consider a variety of factors when using equipment. Flexibility is required to independently work with others in a wide variety of circumstances; analyze data utilizing defined but different processes; and operate equipment using a variety of standardized methods. Work Environment
The usual and customary methods of performing the job's functions require the following physical demands: some lifting, carrying, pushing, and/or pulling, and significant fine finger dexterity. Generally, the job requires 60% sitting, 20% walking, and 20% standing. This job is performed in a generally clean and healthy environment.
