The HR Generalist supports all human resources functions for a PCA agency, with a strong emphasis on caregiver staffing, compliance, and workforce coordination. This role ensures the agency maintains a reliable, qualified pool of Direct Service Workers to meet client needs while upholding state regulations, documentation standards, and high‑quality service delivery. The HR Generalist is responsible for onboarding, training coordination, and day‑to‑day HR operations.

Key Responsibilities:

Staffing & Recruitment (Primary Focus)

  • Manage full‑cycle recruitment for Direct Service Workers (DSW), including sourcing, interviewing, credential verification, and hiring.
  • Maintain an active pipeline of PRN caregivers to meet fluctuating client schedules and emergency staffing needs.
  • Partner with the case coordination team to understand staffing gaps and anticipate future scheduling needs.
  • Ensure all new hires meet state direct service worker requirements, including background checks, CPR/First Aid, and any required training.
  • Track staff availability, certifications, and compliance deadlines.

Onboarding & Compliance

  • Conduct caregiver onboarding, orientation, and required training.
  • Prepare and maintain all hiring documentation, including I‑9s, certifications, and state‑required forms.
  • Monitor compliance with state regulations, Medicaid/Medicare requirements, and agency policies.
  • Maintain accurate employee files and ensure timely updates for expiring credentials.

Employee Relations & Support

  • Serve as a resource for caregivers regarding policies, scheduling concerns, benefits, and HR procedures.
  • Escalate concerns regarding staff performance, corrective actions, and documentation to the HR Director.
  • Support retention efforts by identifying caregiver needs, engagement opportunities, and barriers to long‑term employment.
  • Maintain HRIS and applicant tracking systems with accurate, up‑to‑date information.
  • Prepare HR reports related to staffing levels, turnover, compliance, and recruitment metrics.
  • Support audits and quality assurance reviews.

Qualifications

  • Bachelor’s degree in Human Resources, Business Administration, Healthcare Administration, or related field preferred.
  • 2–4 years of HR experience, ideally in home care, or healthcare staffing services.
  • Effective at performing administrative duties, such as telephone etiquette, preparing correspondence, preparing files, filing, copying, faxing, emailing, mailing postage, etc.
  • Strong understanding of caregiver credentialing, state PCA requirements, and employment regulations.
  • Excellent communication, organization, and problem‑solving skills.
  • Computer literate, proficient in Microsoft Word, Excel, and Outlook
  • Ability to work in a fast‑paced environment with shifting demands.

Job Type: Full-time

Pay: $25.00 - $28.00 per hour
