Essential Functions

- Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
- Coordinates, assigns and reviews work and establishes work schedules; maintains standards; monitors status of work in progress; inspects completed work assignments; answers questions; gives advice and direction as needed.
- Monitors and controls expenditures, and assists with budget preparation.
- Plans, organizes and schedules solid waste collection operations including yard waste, trash, junk, garbage, tree limbs, road and alley debris, street sweeping, and other refuse for delivery to transfer station and landfill.
- Develops and implements a preventive maintenance program for solid waste equipment, and evaluates and recommends repair or purchase of equipment.
- Evaluates procedures, operations, services and collection sites for effectiveness and efficiency, and recommends modifications, improvements and solutions to problems.
- Assists in organizing, planning, and implementing environmental projects and recycling operations, compiles data, prepares reports, and completes special projects.
- Investigates complaints, inspects field locations, explains and interprets regulations, confers with business officials, assists in resolving citizen problems and complaints, recommends corrective action, and issues warnings or violation notices.
- Researches, and provides technical assistance and instruction concerning environmental issues, operations, procedures, laws, ordinances and regulations.
- Coordinates logistics for household hazardous waste collection, paper, plastic, glass, metals, fluids, yard waste, recycling, composting, solid waste, stream and creek clean-up, and other water, air and land environmental projects.
- Assigns work tasks, inspects work sites, determines equipment and materials, and reviews completed work.
- Contacts vendors to obtain cost estimates to purchase or accept recyclable materials, and arranges for collection or delivery.
- Monitors and reports weather and road conditions and implements recommended plan of action for snow and ice removal, clearing roads of downed tree and debris from storms and floods.
- Coordinates, schedules, and monitors personnel to control overtime.
- Supervises snow and ice removal operations and activities and coordinates with other departments.
- Performs related work as assigned.
- Plans and coordinates solid waste collection operations using Accela Work Orders to optimize efficiency and effectiveness
- Conducts comprehensive research and provides expert guidance on environmental protocols, legal compliance, and procedural best practices, utilizing Rubicon Systems to navigate and resolve complex issues effectively.
- Inspects sites utilizing Rubicon System, determines equipment and materials, and reviews completed work.
- Assists in coordinating recycling and trash pickup, particularly during overtime hours
- Coordinates large pick-ups, including dumpsters and bulky items, especially during overtime periods.
- Coordinates the organization of pickup during special events, such as Derby and parades, among others.
- Bachelor’s Degree in Environmental, Physical or Natural Science; Biology or related discipline.
- Two (2) years of solid waste, environmental and recycling experience or an equivalent combination of education, training and experience.
- Must submit to and pass pre-employment and random alcohol and drug tests as mandated by the Department of Transportation.
- Must be on 24-hour call.
- Must possess and maintain a valid state driver’s license with an acceptable driving history.

- Performs sedentary work that involves walking or standing some of the time and involves exerting up to 10 pounds of force on a regular and recurring basis or sustained keyboard operations.
