What's the role?
The Vice President of Human Resources is a pivotal, strategic leadership role designed to spearhead the future of Lotto.com’s talent strategy. Reporting directly to the CEO, the VP of HR will serve as a key executive business partner, responsible for designing and executing the people strategy and roadmap required for continuous, successful scaling.
As a high-growth company with a rapidly scaling team of 200 employees, operating across 12 states (and growing), this VP will be instrumental in building on the organizational foundation required for high performance. This includes driving strategic initiatives around organization design, rewards & compensation, and performance management.
The ideal candidate has a proven, data-driven track record of scaling people functions within a fast-moving, multi-state environment, with a deep commitment to talent development and empowering our employees.
What you’ll do
Strategic Leadership & Organizational Design:
- Executive Partnership: Serve as a key business partner to the CXO and the Senior Leadership Team, ensuring people are drivers of high performance and directly aligned with overall business objectives.
- Organizational Scaling: Partner with senior leadership to provide guidance on workforce planning, succession planning, and organizational design across all major departments, such as Production & Operations, Product & Technology, Marketing, IT, Finance, Legal & Compliance, and Government Relations.
- Risk Management & Governance: Lead organizational efforts to mitigate risk and ensure sound governance across all people-related policies and practices.
- Change Management: Drive large-scale initiatives, advising and supporting executive leaders in managing organizational changes and ensuring continued alignment with business goals.
Culture, Engagement & Values:
- Culture Definition: Define, promote, and embed Lotto.com’s core values and culture across all state operations to ensure a cohesive and high-performing workplace, focused on fostering growth.
- Employee Experience: Enhance job satisfaction by planning, leading, developing, and coordinating processes and surveys to monitor and improve the employee experience, to reduce low turnover rates.
- Dispute Resolution: Administer and strategically manage disciplinary matters, disputes and investigations, ensuring fair, consistent, and legally compliant resolution of employee grievances.
Compensation & Rewards:
- Compensation Strategy: Manage comprehensive compensation strategies, including salary benchmarking, incentive programs, and benefit administration.
- Executive Compensation & Company Equity: Oversee and administer executive compensation, including future equity in the company, ensuring alignment with performance and retention goals.
- Benefits & Administration: Administer HR programs, including health benefits and employee leave policies, and working with Professional Employer Organizations (PEO’s).
- Budgeting & KPI: Develop and implement the departmental budget and manage budgets, connecting talent investments directly to ROI and business outcomes.
Talent Acquisition & Employer Branding:
- Recruitment Strategy: Oversee the recruitment and onboarding lifecycle, providing strategic direction to the Talent Acquisition Specialist to ensure a pipeline of top-tier talent.
- Employer Branding: Define and champion Lotto.com's Employer Value Proposition (EVP), strategically leveraging the organization's commitment to flexible work and career development to enhance the external employer brand.
- Diversity & Inclusion: Ensure fair employment practices and support inclusive initiatives in talent acquisition, development, and retention.
Performance, Training, and Development:
- Performance Evaluation System: Design, implement, and lead a brand-new, comprehensive performance management process, including annual reviews, goal setting, and feedback mechanisms, designed to maximize results from the staff base, and in alignment with budgeting and KPIs.
- Employee Learning & Development: Support employee growth and development through the facilitation of professional development and training programs that support employee upskilling and career progression across all functional teams.
HR Operations, Compliance, & Technology:
- Legal Compliance: Monitor and ensure the organization is in compliance with federal, state, and local employment laws and regulations.
- Record Keeping: Maintain all employee records while staying compliant with employment law.
- Health & Safety: Ensure occupational health and safety within the workplace as well as training requirements.
- HR Technology Strategy: Drive the selection, implementation, and continuous optimization of Human Resources technology and products to maximize efficiency and scalability.
What you need:
- 10 years of progressive human resources experience, with at least 5 years in a senior leadership role (Director or VP level) at a fast-paced, multi-state company.
- Bachelor’s degree in Human Resources, Organizational Development, or a related field. SHRM or related certification is highly preferred.
- Demonstrated expertise in developing and managing comprehensive compensation packages, benefits administration, and overseeing payroll processes for a large, complex organization.
- Deep knowledge of federal, state, and local employment law and regulations
- Proven ability to serve as a strategic business partner to the executive team, aligning HR strategy with organizational goals.
- Ability to handle multiple projects simultaneously, while meeting tight deadlines.
- Professionalism in both oral and written communication.
- Strong analytical and data-driven skills for workforce planning, budgeting, and reporting.
- Excellent change management and organizational design skills, with a track record of driving large-scale initiatives

- Experience scaling people functions within a high-growth technology, e-commerce, or highly regulated industry (e.g., finance, gaming, etc.) is highly desirable.
