Description

Participates in the overall management operations and activities of Metro's Inventory Management. Leads the Rail Logistics team with a vision, strategy and objectives. It is imperative for this position to develop each team member and the team as a whole for culture, performance and safety. Leads the Rail Logistics team in training and the importance of inventory activities, cycle counting, asset tracking and customer service. The Sr. Manager must be able to enable change and understand Supply Chain methodologies.

Examples of Duties

  • Participates in the development, implementation, and management of goals, objectives, policies, procedures, work standards, and long- and short-range planning efforts for inventory and logistics management
  • Provides direction and control over all inventory activities, including inventory variance analysis, Logistics Operations, auditing, asset tracking, and disposition of assets
  • Consults and collaborates with internal and external clients and key stakeholders to ensure service excellence and continuously improve inventory management processes and logistics activities
  • Provides oversight on the disposition of items/assets to maximize return on investment, including inventory budget and capital asset inventories
  • Manages and prepares periodic and special reports regarding assigned activities and measures success against key performance indicators
  • Advises senior management and staff on materiel management policies, procedures, and practices
  • Monitors the establishment of standardization of inventory items and product quality standards
  • Consults with and advises senior and executive management staff and the Board of Directors on inventory management activities and issues
  • Ensures compliance with federal, state, and Metro rules, regulations, and policies
  • Represents Metro in meetings with representatives of governmental agencies and professional and business organizations
  • Supervises, trains, develops, and motivates subordinate staff
  • Assists management in the preparation and administration of the division budget
  • Serves as department head during supervisor's absence
  • Communicates and implements safety rules, policies, and procedures in support of the agency's safety vision and goals; and maintains accountability for the safety performance of all assigned employees
  • Contributes to ensuring that the Equal Employment Opportunity (EEO) policies and programs of Metro are carried out

Required

A combination of education and/or experience that provides the required knowledge, skills, and abilities to perform the essential functions of the position. Additional experience, as outlined below, may be substituted for required education on a year-for-year basis. A typical combination includes:

Education

  • Bachelor's Degree in Business, Public Administration, or a related field; Master's Degree in Business, Public Administration, or a related field preferred

Experience

  • Six years of relevant experience or three years of relevant supervisory-level experience overseeing the activities of inventory and materiel management

Certifications/Licenses/Special Requirements

  • A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions
  • APICS (American Production and Inventory Control Society) certification preferred

Preferred Qualifications

Preferred Qualifications (PQs) are used to identify relevant knowledge, skills, and abilities (KSAs) as determined by business necessity.   • Experience monitoring inventory cycle counts to ensure accuracy, accountability, and successful completion within established timelines
  • Experience overseeing enterprise asset management systems such as M3, ULM, and ASRS to enhance asset tracking, utilization, and operational efficiency
  • Experience evaluating and improving business processes for bus and rail maintenance operations to optimize workflow and resource management
  • Experience leading and mentoring labor-represented employees to support teamwork and performance goals

  • Theories, principles, and practices of inventory management
  • Applicable local, state, and federal laws, rules, and regulations governing inventory management
  • Theories, principles, and practices of accounting, finance, and financial recordkeeping
  • Information systems concepts related to inventory management
  • Product quality testing and market trends, trade, and pricing conditions
  • Various commodity, product, and service markets
  • Modern management theory
  • Applicable enterprise computing systems

  • Planning, organizing, and directing large-scale inventory management support programs
  • Analyzing situations, identifying problems, implementing solutions, and evaluating outcomes
  • Exercising sound judgment and creativity in making decisions
  • Determining strategies to achieve goals
  • Communicating effectively orally and in writing
  • Interacting professionally with various levels of Metro employees, the Board of Directors, and outside representatives
  • Supervising, training, and motivating assigned staff
  • Mediating and negotiating

  • Perform statistical and financial analysis
  • Establish and implement policies and procedures
  • Plan financial and staffing needs
  • Prepare comprehensive reports and correspondence
  • Understand, interpret, and apply laws, rules, regulations, policies, procedures, contracts, budgets, and labor/management agreements
  • Represent Metro before the public
  • Travel to offsite locations
  • Read, write, speak, and understand English
