Los Angeles County Office of Education (LACOE), Head Start and Early Learning Division (HSEL), is seeking qualified individuals to apply for the position of Head Start Community Outreach Consultant
The Head Start Community Outreach Consultant monitors, assesses, and advises the LACOE Head Start and Early Learning division and its delegates in the development of communication, public awareness and outreach strategies and activities. This position also provides training and technical assistance to delegates and leads designated projects and outreach events
The Well Qualified Candidate Will Possess the Following
Knowledge:
- Principles, theories and practices of communications and public relations
- Major contemporary education issues
- Principles, theories and practices of media relations and resources
- Records access and retention requirements
- Principles and methods of research and evaluation
- Survey techniques and methods
- Social media platforms and digital communication strategies
- Methods and techniques of editing and news reporting State and federal laws and regulations governing Head Start and state early education programs
- Analyzing & Interpreting Data – Drawing meaning and conclusions from quantitative and/or qualitative data
- Decision Making – Choosing optimal courses of action in a timely manner
- Industry Monitoring – Grasping the external political, economic, competitive, and social factors affecting the industry
- Professional & Technical Expertise – Applying technical subject matter to the job
- Using Technology – Working with electronic hardware and software applications
- Adaptability – Responding positively to change and modifying behavior as the situation requires
- Attention to Detail – Focusing on the details of work content, work steps, and final work products
- Innovation – Imagining and devising new and better ways of doing things
- Professional Integrity & Ethics – Maintaining trust through honesty, adherence to principles, and personal accountability
- Oral Communication – Engaging effectively in dialogue
- Presentation Skill – Formally delivering information to groups

- Relationship Building – Establishing rapport and maintaining mutually productive relationships
- Project Management – Planning and tracking projects to ensure they are on-time, on-budget, and achieve their objectives Cultural Proficiency – Modeling communications and interactions that respect and include all individuals and their languages, abilities, religions, and cultures
Experience: Four years of experience in developing communications and public outreach strategies and making recommendations regarding communications program planning and development, two of which must have been obtained in an educational or social services organization.
Equivalency Provision: Graduate coursework in the field of journalism, public relations, communications, or other fields closely related to the job requirements of this classification, from an institution of higher learning recognized by the Council for Higher Education Accreditation, may substitute for required experience on a year-to-year basis for up to two years.
Additional Requirements: A valid California driver’s license and the availability of private transportation or the ability to provide transportation between job sites may be required.
Selection Process Candidates who meet the minimum requirements above will be invited to participate in an examination that may consist of Supplemental Questionnaire Review and Technical Interview

Selection and promotion are based on a competitive examination process. Candidates who pass all exam parts are ranked according to overall exam score and placed on an eligibility (hiring) list.
