Under general policy direction, the Executive Director, Employee Assistance Service for Education (EASE) plans, organizes, directs, and provides strategic leadership for the specialized, county-wide EASE consortium; oversees the enterprise’s financial health, legal compliance, and operational direction; cultivates and sustains high-level partnerships across Los Angeles County; oversees the deployment of critical incident stress management and clinical assessments for large-scale trauma and workplace violence events; and provides high-level consultation to LACOE’s Superintendent, cabinet-level leadership, EASE Executive Board, and member-agency leadership on complex clinical, legislative, and crisis-response matters.

The Well Qualified Candidate Will Possess the Following

Knowledge

  • Principles and practices of program development, implementation, and evaluation
  • Staff development, training, and capacity-building methods tailored to human resources practices and multidisciplinary teams
  • Principles, practices, and advanced techniques of counseling, crisis prevention, and case management
  • Evidence-informed approaches to suicide prevention, violence risk assessment, and crisis response across diverse educational workplace environments
  • Methods for assessing, monitoring, and ensuring the quality and effectiveness of mental health and employee wellness services
  • Principles and practices of budget planning, fiscal oversight, and grant or contract administration
  • Financial reporting, bookkeeping, and procurement practices in public or joint powers agency settings
  • Federal, state, and local laws, codes, and regulations governing mental health services, education, and employee assistance programs
  • Workplace wellness systems, trauma-informed care, and preventative behavioral health models
  • Microsoft Office Word, Excel, PowerPoint, and other Microsoft Office or other cloud-based collaboration applications
  • Fundamental concepts of employment laws, codes, and regulations, including EEO, FLSA, FMLA, and Cal/OSHA and applicable provisions of collective bargaining agreements

Required Education and ExperienceEducation: A master’s degree in psychology, social work, family counseling or other fields closely related to the job requirements of this class from an institution of higher learning recognized by the Council of Higher Education Accreditation. Foreign degrees and credit units require translation and equivalency established by an agency recognized by the Commission on Teacher Credentialing.

Experience: Seven years of clinical experience, including three years of experience managing the operations of an employee assistance counseling program.

Additional Requirements: Possess and maintain current unrestricted licensure through the California Board of Behavioral Sciences, as a Licensed Marriage and Family Therapist (LMFT), Licensed Clinical Social Worker (LCSW), or valid licensure as a psychologist through the California Board of Psychology. Verification of current continuing education units in clinical supervision through the California Board of Behavioral Sciences is also required.

A valid California driver’s license and availability of private transportation or ability to provide transportation between job sites is required.

This classification is required to be on call for emergency crisis response 24/7, including holidays.

Candidates who pass all exam parts are ranked according to overall exam score and placed on an eligibility (hiring) list. Vacant positions are filled from the top three ranks. Eligibility lasts for 12 months; however, additional recruitment may occur under a separate bulletin with additional candidates being merged onto the eligibility list. Some positions that involve public contact may require bilingual proficiency for which selective certification may apply (Education Code 45277.5). In addition, the eligibility list resulting from this examination may be used to fill vacancies in related job classifications for which no eligibility list exists (Education Code 45272).
