Life Enhancement Services of Mississippi is a private community-based mental health agency seeking certification by the Mississippi Department of Mental Health (DMH) to provide quality, person-centered mental health services to adults and/or children and youth across the state. POSITION SUMMARY
Business Manager is responsible for the full scope of fiscal management for Life Enhancement Services of Mississippi. This position ensures compliance with all DMH fiscal management standards, maintains sound accounting systems, and provides financial oversight necessary for DMH certification and continued operation.
KEY RESPONSIBILITIES
- Manage all fiscal operations including accounts payable, accounts receivable, payroll, and cash management
- Develop and maintain the agency's annual budget in compliance with DMH Rule 10.2
- Prepare and maintain accurate financial statements and reports as required by DMH (Rule 10.3)
- Implement and maintain sound accounting systems and internal controls per Rule 10.4
- Oversee purchasing policies and procedures in compliance with Rule 10.5
- Coordinate annual audits and maintain audited financial statements with unqualified CPA opinion
- Ensure compliance with all DMH fiscal management standards and applicable federal and state regulations
- Maintain documentation of three (3) months of operating expense reserves as required for DMH certification
- Manage Medicaid billing and reimbursement processes under DOM Rehabilitation Option
- Provide financial reporting to the Executive Director and Board of Directors
MINIMUM QUALIFICATIONS — REQUIRED BY MISSISSIPPI DMH
The following qualifications are mandated by the Mississippi DMH 2024 Operational Standards (Rule 2.3.K.5 | Rule 10) and are non-negotiable for this position.
- Required position for all DMH/P providers per DMH Operational Standards Rule 10 — fiscal management must be formally assigned to a qualified individual
- Must provide evidence of credentials to DMH at time of certification application
- Responsible for ensuring the agency maintains documentation of at least three (3) months of operating expense reserves
- Must ensure agency provides systems for control of accounts receivable, accounts payable, cash, credit arrangements, discounts, write-offs, billings, and individual accounts per Rule 2.8.G.18
- Must have no disqualifying criminal background events as determined by DMH
PREFERRED QUALIFICATIONS
- Bachelor's degree or higher in accounting, finance, business administration, or related field
- Certified Public Accountant (CPA) license preferred
- Minimum three (3) years of experience in nonprofit or healthcare financial management
- Experience with Medicaid billing, cost reporting, and behavioral health revenue cycle management
- Proficiency in accounting software and financial reporting systems
- Knowledge of DMH fiscal management requirements and grant compliance
BACKGROUND CHECK & COMPLIANCE REQUIREMENTS
- Must successfully pass a criminal background check with no disqualifying events as determined by DMH
- Must provide official transcripts and/or verifiable professional credential copies prior to hire
- Must complete all required DMH orientation and staff development activities upon hire
- Must maintain active licensure/credentialing throughout employment
- Must comply with all applicable Mississippi DMH Operational Standards and DOM Rehabilitation Option requirements
