About the Office of Inspector General (OIG):

The OIG has overall responsibility for audits, investigations, and evaluations relating to programs and operations of the Library of Congress (Library). The OIG provides leadership and coordination and recommends policies for activities designed to promote economy and efficiency and to prevent and detect fraud and abuse in Library programs and operations.

Position Overview – Special Advisor:

The incumbent works directly with the Inspector General (IG) carrying out special projects, research and development of policy, and administrative support that’s designed to further the goals and objectives of OIG functions with an emphasis on implementing emerging technologies.

The incumbent will require access to information or systems that store information related to Congress, Library programs, and administrative functions of the Library; systems may include, but are not limited to, Fedlink, Congressional Research Service, and financial and personnel systems. The incumbent will also have general access to material that supports these systems. The incumbent may require access to information regarding the physical security of Library facilities through such offices as the Security and Emergency Preparedness Directorate.

Responsibilities include:

Special Projects:

Provides leadership, oversight, and direction in support of special projects and OIG functions. Identifies milestones and success targets and conducts continuous reviews of special projects’ progress to maintain efficient workflows. Builds collaborative relationships to support project success and strengthen organizational support. Formulates short and long-range plans and recommendations optimizing the use of resources. Develops categories and levels of involvement, criteria, standards, and expected outcomes for the projects. Identifies and collects necessary data including legislative and program data and interviews with senior management, program officials, employees and supervisors; assembles and assesses information gathered; formulates findings, conclusions, and recommendations; presents results in written and/or oral form that are well-organized, supportable, and clearly expressed.

Keeps the IG informed of project status and any significant developments, ensuring alignment with organizational priorities and the strategic plan of the OIG. The results of projects may be included in the preparation of materials on key policy issues for the IG's use in presenting program policies and objectives to agency officials. The information is used by the IG for programming and management planning and in making final determinations for a wide range of administrative and programming activities and in briefings with Congress, OIG staff, and key agency staff.

Research and Development of Policy:

Assists in conducting research, development of policy, and analysis of sensitive/controversial policies. Gathers and presents information, which can include legislative, project, and program data. Identifies issues with potential legal ramifications and initiates appropriate consultation with the Counsel to the IG. Incumbent provides expert research and analysis on complex issues, develops recommendations for new and innovative program plans, management methods, and/or changes in policies and other OIG guidelines. The incumbent serves as an executive confidante to the IG and will provide regular briefings and coordinate the preparation of briefing materials. Participates in policy making sessions with the IG, Counsel to the IG, and Assistant IGs. The incumbent is expected to provide advice, recommendations, and comments for the development of critical policies.

Administrative Support:

The incumbent provides support to the IG on sensitive assignments, develops material articulating alternative courses of action with appropriate recommendations for the IG's consideration, ensures that the IG is fully briefed in advance of meetings with senior officials on significant issues to be discussed, appropriate background material, and the OIG position on specific proposals. Interacts daily with the IG, Counsel for the IG, and other managers, as necessary, and participates in meetings and conferences to address operational concerns and functional activities of the OIG.

Serves as the IG's staff person for all duties related to committees and working groups chaired by the IG. Interrelates proactively with the IG community, the Government Accountability Office (GAO), and relevant professional organizations to facilitate the work of the OIG. Performs various other duties as assigned.

Knowledge and Education Requirements:

  • Bachelor’s degree or equivalent professional experience
  • Ability to provide administrative support.
  • Ability to plan and accomplish special projects.
  • Ability to analyze problems and make recommendations.
  • Ability to conduct research, analysis, and provide advisory services on complex issues.
  • Ability to exercise judgement and discretion.
  • Ability to communicate in writing.
  • Ability to communicate effectively other than in writing.
