Legacy Management Solutions (LMS) is seeking experienced Property Custodial Officers (PCOs) to support the National Institutes of Health (NIH) Clinical Center Materials Management and Environmental Services Department (MMESD). The PCO will perform personal property management functions across the property lifecycle, including receiving, inventory accountability, reconciliation, transfers, reporting, excess processing, and disposal activities. The PCO will work independently while supporting multiple custodial areas and ensuring compliance with applicable NIH, HHS, and Federal property management requirements.

Essential Duties and Responsibilities

  • Conduct physical inventories and quality assurance reviews of Government property.
  • Research and reconcile inventory discrepancies, including overages, shortages, missing property, loss, damage, or destruction of property.
  • Receive, inspect, identify, decal, and account for newly acquired property and equipment.
  • Maintain accurate property records in authorized Government inventory and property management systems.
  • Coordinate property transfers between custodial codes, organizations, accountable users, and other approved parties.
  • Prepare and process documentation for loans, repairs, trade-ins, exchanges, decal deletions, modification/retag requests, transfers, excess pickup requests, and disposal actions.
  • Work with laboratory managers, accountable users, and Government representatives to validate asset location, condition, custodian, and property status.
  • Prepare equipment for reutilization, transfer, disposal, and required clearance processes, including data-bearing or hazardous equipment when applicable.
  • Support annual inventory requirements, reconciliation activities, Property Requests, and other lifecycle property management actions.
  • Generate and maintain required status information and support monthly, annual, and final reporting requirements.

Required Qualifications

  • High School Diploma or GED required.
  • Minimum three (3) years of experience in property management, asset management, inventory management, supply management, logistics operations, warehouse operations, or a related field.
  • Experience using automated inventory, property, or asset management systems.
  • Proficiency with Microsoft Office Suite, including Excel, Word, and Outlook.
  • Strong organizational, analytical, research, recordkeeping, and customer-service skills.
  • Ability to work independently, communicate effectively, and coordinate with Government and contractor personnel.
  • Ability to lift, move, and transport property and equipment consistent with assigned duties.

Preferred Qualifications

  • College degree preferred.
  • Experience supporting Federal property management programs or large Federal agencies.
  • Experience with NIH Business System (NBS), Sunflower, NIH Property Management Portal (NPMP), or similar Government property systems.
  • Familiarity with Federal Management Regulations (FMR), HHS Logistics Management Manual (LMM), and NIH Personal Property Management Guide (PPMG).
  • Prior experience as a Property Custodian, Property Administrator, Inventory Specialist, Supply Technician, Logistics Specialist, Warehouse Specialist, or military supply/logistics professional.

Required Training After Selection

  • NIH Business System (NBS) Sunflower Training, as required by the Government.
  • NIH Property Management Portal (NPMP) Property Custodial Officer Training, as required by the Government.

Physical and Work Environment Requirements

  • Ability to stand, walk, bend, lift, move, and transport equipment during inventory and property management activities.
  • Ability to work in office, warehouse, laboratory, clinical, and Federal facility settings as required.
  • Must wear required badges and identify contractor status in accordance with contract and facility requirements.
