Legacy Management Solutions (LMS) is seeking a highly qualified Lead Property Custodial Officer (Lead PCO) to coordinate contractor personnel supporting NIH Clinical Center property management operations. The Lead PCO will perform all duties of a Property Custodial Officer while providing operational leadership, quality assurance oversight, reporting coordination, and staffing support to ensure uninterrupted contract performance. The Lead PCO will serve as the senior on-site property management professional and primary day-to-day interface for routine operational coordination.

Essential Duties and Responsibilities

Leadership and Contract Support

  • Serve as the on-site lead for assigned Property Custodial Officer personnel.
  • Coordinate daily work assignments, workload distribution, and operational priorities among PCO staff.
  • Monitor performance against contract requirements and support uninterrupted staffing and service continuity.
  • Serve as the primary point of contact for routine operational matters involving contractor personnel.
  • Assist with onboarding, orientation, and training coordination for replacement or newly assigned personnel.
  • Identify, document, and escalate operational issues, staffing risks, inventory concerns, or compliance matters to LMS management.
  • Ensure consistent implementation of approved procedures, quality control practices, and property management workflows.

Property Management Operations

  • Conduct and oversee physical inventories, sampling, inspections, and quality assurance reviews of accountable Government property.
  • Research and reconcile inventory discrepancies, including shortages, overages, missing property, or unresolved property records.
  • Oversee receiving, tagging, identification, location updates, transfer actions, excess processing, and disposal-related property actions.
  • Review documentation associated with loans, repairs, trade-ins, exchanges, modification/retag requests, property transfers, and excess actions.
  • Support annual inventory requirements and maintain operational awareness of open discrepancies and property actions.
  • Coordinate with laboratory managers, accountable users, and Government representatives to support property accountability and lifecycle management.
 

Quality Assurance, Compliance, and Reporting

  • Monitor inventory accuracy, property record timeliness, receiving actions, reconciliation progress, and reporting deliverables.
  • Conduct internal quality checks of property records, supporting documentation, and inventory actions.
  • Ensure compliance with applicable Federal, HHS, NIH, and Clinical Center property policies and procedures.
  • Coordinate monthly status report inputs, review property action data, and support annual and final report preparation.
  • Maintain documentation supporting contract deliverables, quality control activities, staffing continuity, and corrective actions.

Required Qualifications

  • High School Diploma or GED required; college degree preferred.
  • Minimum five (5) years of progressively responsible experience in property management, asset management, inventory control, logistics operations, supply chain operations, or Government property accountability.
  • Minimum two (2) years of experience leading teams, coordinating personnel, or serving in a senior operational role.
  • Experience using automated property, inventory, or asset management systems.
  • Advanced proficiency with Microsoft Office Suite, especially Excel, Word, Outlook, and PowerPoint.
  • Strong organizational, analytical, communication, problem-solving, customer-service, and documentation skills.
  • Ability to lift, move, and transport property and equipment consistent with assigned duties.

Preferred Qualifications

  • Direct Federal Government property management experience, preferably supporting NIH, HHS, VA, DoD, or another large Federal agency.
  • Experience with NIH Business System (NBS), Sunflower, NIH Property Management Portal (NPMP), or comparable Government property systems.
  • Knowledge of Federal property accountability requirements and lifecycle asset management practices.
  • Experience supporting large-scale inventory programs involving sensitive, accountable, clinical, laboratory, or research-related property.
  • Prior experience as a Lead Property Custodian, Property Administrator, Asset Manager, Inventory Manager, Supply Supervisor, Logistics Supervisor, Property Book Specialist, or military supply/logistics leader.

Performance Expectations

  • Support achievement of inventory accuracy standards and timely property record updates.
  • Ensure timely receiving support, inventory reconciliation, discrepancy resolution, and property action processing.
  • Support on-time submission of monthly, annual, and final reporting requirements.
  • Maintain staffing continuity through coordination, communication, and proactive issue escalation.
