Procurement Specialist
Location: San Diego, CA (Shipyard Operations)
Pay Rate: $29.00- $31.00
Assignment: Long-term / Permanent Potential
Lead Staffing is seeking a high-level Buyer 3 to support Supply Chain Management (SCM) for new construction and repair programs at a major San Diego shipyard. This role is essential to maintaining the readiness of the U.S. Navy fleet by ensuring the strategic procurement of high-value materials and services.
POSITION SUMMARY
The Primary purpose of this position is to perform SCM tasks including procurement, contract negotiation, program Estimates-at-Completion (EACs), and material forecasting. The Senior Specialist will ensure department compliance with policies through internal reviews and audits while monitoring continuous improvement initiatives to reduce cycle time and costs.
ESSENTIAL FUNCTIONS
- Acquisition Management: Conduct all aspects of acquisition and manage suppliers for government and commercial programs.
- Contract Negotiation: Analyze and negotiate terms/conditions for moderate-to-high dollar purchase orders.
- Financial Oversight: Responsible for complex bid development, cost/price analysis, and authority to commit to purchases up to designated limits.
- Compliance: Interpret contract documents to determine compliance with prime contracts and government procurement regulations (FAR/DFARS).
- Supplier Relations: Establish working relationships with suppliers while enforcing contract provisions and resolving disagreements.
- Inventory Control: Perform material management to maintain supply levels and resolve discrepancies.
QUALIFICATIONS & REQUIREMENTS
- Experience: Minimum of 2 years of professional Purchasing experience (Marine or Defense industry preferred).
- Education: Bachelor’s degree in Business, Finance, or a related field.
- Regulatory Knowledge: Proven understanding of FAR / DFARS and federal procurement rules.
- Technical Skills: Proficient in Microsoft Office Suite and experienced with integrated Business Information Systems (ERP).
- Communication: Ability to communicate effectively both verbally and in writing with management and external vendors.
- Physical: Must be physically able to commute to various buildings and shops throughout the shipyard.
- Vision: Position requires the ability to distinguish colors.
PRE-SCREENING REQUIREMENTS
- Base Access: Must be able to obtain and maintain a DBIDS credential for entry onto Navy shipyards.
- Verification: Must provide proof of U.S. citizenship or Lawful Permanent Resident status per federal contract requirements.
- Safety: Must be willing to adhere to all PPE requirements, including hard hats, safety glasses, and hearing protection.
