Position Summary

The Director of Human Resources serves as the district’s lead administrator for all human resource functions, providing both strategic leadership and operational oversight of personnel systems, employee relations, benefits, and compliance. This position is responsible for developing, implementing, and continuously improving human resource systems that support a high-performing and efficient organization.

The Director works closely with the Superintendent and district leadership to ensure that human resource practices are aligned with district goals, leveraging technology, data, and systems thinking to improve efficiency, enhance service to employees, and support organizational effectiveness.

Essential Responsibilities

1. Human Resources Leadership and Strategic Direction

  • Lead and oversee all human resources functions across the district
  • Advise the Superintendent and administrators on employee relations, discipline, and employment matters
  • Develop and implement a strategic vision for human resources aligned to district priorities
  • Identify opportunities to improve systems, streamline processes, and increase organizational efficiency
  • Supervise HR staff and build a high-functioning, service-oriented department

2. Staffing Systems and Workforce Planning

  • Oversee recruitment, hiring, and onboarding systems to ensure the district attracts and retains high-quality staff
  • Develop and implement efficient and effective hiring processes and workflows
  • Support administrators in staffing decisions and long-term workforce planning
  • Represent the district at job fairs and recruitment events
  • Direct and manage the substitute teacher program and absence management system

3. Benefits Administration and Employee Services

  • Oversee administration of all employee benefit programs, including:
  • Health, dental, vision, life, and disability insurance
  • Retirement programs (TRF, PERF, and other applicable plans)
  • Serve as liaison with insurance providers and benefits vendors
  • Ensure accurate enrollment, billing, and claims support
  • Administer COBRA and retiree benefits
  • Provide guidance and support to employees regarding benefits and retirement

4. Compliance and Regulatory Oversight

  • Ensure compliance with all federal, state, and local employment laws and regulations
  • Oversee required reporting, including but not limited to:
  • ACA reporting and issuance of 1095 forms
  • Medicare Part D notices and CMS disclosures
  • HEA reporting requirements and other state-mandated reports
  • Ensure completion of background checks and required employee training programs
  • Maintain accurate and compliant personnel records


5. Employee Relations and Organizational Leadership

  • Provide leadership and guidance to administrators in managing employee concerns, investigations, and disciplinary matters
  • Promote a culture of professionalism, accountability, and continuous improvement
  • Serve as a trusted advisor to district leadership on personnel matters
  • Participate in employee committees, including benefits and insurance advisory groups

6. Systems Improvement and Technology Integration

  • Evaluate and modernize human resource systems to improve efficiency, accuracy, and service delivery
  • Lead the transition from manual or paper-based processes to technology-based systems where appropriate
  • Utilize data and reporting tools to inform decision-making and improve HR practices
  • Continuously assess and refine workflows to increase efficiency and reduce redundancy

7. HR Operations and Cross-Department Alignment

  • Maintain personnel records and ensure accuracy, confidentiality, and compliance
  • Coordinate HR-related calendars, timelines, and processes
  • Oversee required employee trainings and compliance systems
  • Collaborate closely with the Director of Business Services to ensure alignment between human resources and financial systems, including payroll, benefits, staffing allocations, and contractual obligations

8. Workers’ Compensation and Risk Management

  • Oversee workers’ compensation program, claims, and return-to-work processes
  • Ensure proper documentation and compliance with reporting requirements
  • Monitor trends and recommend strategies to reduce risk and improve employee safety

9. Retirement and Employee Transitions

  • Manage employee retirement processes and severance procedures
  • Support employees through retirement planning and transition
  • Coordinate retiree benefits and ongoing communications

Qualifications

  • Bachelor’s degree in Human Resources, Business Administration, or related field required
  • Master’s degree preferred
  • Minimum of 3–5 years of progressive HR experience, including leadership responsibilities
  • Demonstrated experience improving systems, processes, or organizational efficiency
  • Strong knowledge of employment law, HR best practices, and benefits administration
  • Experience in public sector or school district human resources preferred
  • Strong technology skills and experience with HR systems or data platforms preferred

Evaluation

Performance of this position will be evaluated by the Superintendent in accordance with Board policy.

Salary : $80,000 - $95,000
