Job Summary:
Kymber Consulting Group is seeking an experienced Senior Cost Estimator to provide comprehensive cost estimating and price analysis support to the FRTIB Acquisition Management Division. The Senior Cost Estimator will be responsible for developing Independent Government Cost Estimates, conducting price and cost analyses across all FRTIB contractual instruments, and providing advisory support to Contracting Officers to ensure that procurement decisions are grounded in sound, defensible, and market-validated cost intelligence.
Responsibilities and Duties:
- Develop Independent Government Cost Estimates (IGCEs) using appropriate cost estimating methodologies including analogous estimating, parametric modeling, bottom-up build-up, and engineering estimate approaches based on the nature and complexity of each procurement.
- Utilize the GSA Price Estimating Tool to establish current, market-validated labor rate and price benchmarks that anchor IGCEs to real-world pricing conditions.
- Leverage GSA Market Research as a Service (MRaaS), historical contract award data, SAM.gov, and prior submission data to supplement estimates with comprehensive market intelligence.
- Develop and maintain structured, version-controlled Microsoft Excel-based cost models tailored to applicable contract types, including loaded labor rate models for T&M and labor-hour contracts, firm-fixed-price build-up models, cost-plus models incorporating direct costs, indirect rates, fringe, overhead, G&A, and fee, and hybrid models for task order environments.
- Review and analyze vendor proposals, quotations, and bids for price reasonableness by comparing submissions against IGCEs, GSA schedule rates, and competitive offers, developing structured pricing scales to identify outliers.
- Review GSA contract vehicle rate mappings submitted by vendors to verify that no proposed labor rates exceed the allowable ceiling rates for the active period of performance.
- Advocate for the removal of bids outside the reasonable competitive range and document rationale in support of pre-award price analysis determinations.
- Validate option year pricing prior to exercise to confirm currency and continued reasonableness, and prepare monthly and annual cost and schedule variance reports.
- Compile and maintain an agency historical cost database to strengthen the quality and efficiency of future IGCEs and price analyses.
- Draft proposal preparation instructions for RFQs and RFPs and recommend cost exhibit formats that facilitate equitable evaluation across multiple submissions.
- Recommend improvements to FRTIB's cost estimating structure to enhance efficiency, accuracy, and consistency across all contracting instruments.
Qualifications and Skills:
- Minimum education: Bachelor's degree in Finance, Business Administration, Economics, Accounting, or a related field.
- Minimum experience: 7 or more years of federal cost estimating and price analysis experience.
- 5 or more years of direct experience developing IGCEs and conducting pre-award and post-award cost and price analyses for federal agencies is preferred.
- Advanced proficiency in Microsoft Excel, including development of complex cost models for multiple federal contract types.
- Demonstrated experience using the GSA Price Estimating Tool and GSA MRaS in support of federal procurement activities.
- Working knowledge of FAR Part 15 cost and price analysis requirements, DCAA audit standards, and indirect rate structures common to government contracting.
- Experience reviewing GSA Multiple Award Schedule and other contract vehicle rate structures to assess vendor compliance.
- Certified Cost Estimator/Analyst (CCEA) or equivalent certification preferred.
