Job Summary:
Kymber Consulting Group is seeking an experienced Contract Specialist (1102-qualified) to provide comprehensive contract management support to the FRTIB Acquisition Management Division. The Contract Specialist will assist Contracting Officers and Contract Specialists across all phases of the contracting lifecycle, from pre-award planning through post-award administration and closeout, ensuring that procurements are executed with regulatory rigor, documentation discipline, and a commitment to quality and compliance.
Responsibilities and Duties:
- Assist Contracting Officers, Contract Specialists, and Program Managers with procurement planning, including maintaining a monthly-reviewed Procurement Planning Schedule with an established process for addressing emerging and urgent requirements.
- Draft acquisition strategies, solicitations, source selection and evaluation documentation in both FRTIB Approved and Uniform Contract Formats, incorporating appropriate FAR and TFAR clauses and custom contract provisions.
- Conduct market analyses using GSA Market Research as a Service (MRaS) and SAM.gov to assess marketplace capability and support acquisition strategy development.
- Develop and maintain procurement schedules in SharePoint, with automated notifications to assigned contracting officers and group mailboxes to ensure timely action on all milestones.
- Support Source Selection activities including drafting evaluation plans, coordinating evaluation team kickoff meetings, reviewing proposals for compliance, documenting findings and ratings, and preparing SSA memorandums.
- Prepare draft contract award documents, debriefing materials, unsuccessful offeror correspondence, and contract schedules highlighting interdependencies.
- Maintain up-to-date contract files in PRISM and SharePoint, including modifications, delivery orders, call orders, contract letters, and all applicable documentation.
- Review invoices and vouchers and provide payment certification recommendations to Contracting Officers.
- Track contract ceilings, funding, billings, and contract actions, and review vendor GSA contract vehicle rate mappings to verify no proposed rates exceed active period of performance ceilings.
- Validate option year pricing prior to exercise and prepare monthly and annual cost and schedule variance analyses.
- Support contract closeout activities and maintain acquisition templates and checklists to facilitate compliant program office submissions.
- Assist with teaming agreements, reimbursable agreements, consulting agreements, and non-disclosure agreements as required.
- Recommend and support implementation of process improvements within FRTIB contracting operations and maintain the Acquisition Community Excellence Database.
Qualifications and Skills:
- Minimum education: Bachelor's degree in Business Administration, Acquisition, Contracting, or a related field.
- Minimum experience: 5 or more years of federal 1102 contract specialist experience.
- 3 or more years of direct support to federal Contracting Officers across pre-award, source selection, award, and post-award phases is preferred.
- Demonstrated experience in PRISM or a comparable federal contract writing system.
- Proficiency in SharePoint, Microsoft Teams, and Microsoft Excel for contract tracking and reporting.
- Working knowledge of FAR, DFARS, and agency-specific acquisition regulations.
- FAC-C Level I or II certification or DAWIA equivalent preferred.
- Strong organizational skills and attention to detail with demonstrated ability to manage multiple concurrent procurement actions.
