Job Summary:
Kymber Consulting Group is seeking a highly motivated and experienced Senior Acquisition Specialist to support the Federal Retirement Thrift Investment Board (FRTIB) Acquisition Management Division (AMD). In this role, the Acquisition Specialist will serve as a subject matter expert across the full acquisition lifecycle, supporting program offices with requirements documentation, pre-solicitation preparation, proposal evaluation, and knowledge sharing to strengthen the agency's procurement function and ensure compliance with applicable federal acquisition regulations.
Responsibilities and Duties:
- Support program offices in identifying, validating, and documenting procurement requirements, including Statements of Work (SOW), Performance Work Statements (PWS), Statements of Objectives (SOO), and related acquisition planning documents.
- Prepare pre-solicitation documentation including Acquisition Plans, Market Research Reports, Quality Assurance Surveillance Plans (QASP), Justifications and Approvals (J&As), and Limited Source Justifications in coordination with the responsible Contracting Officer.
- Conduct and document market research using GSA Market Research as a Service (MRaS), SAM.gov, and other tools to assess marketplace capability and inform acquisition strategy.
- Assist program offices with proposal evaluation activities, ensuring documentation of findings, assessments, and ratings in a format that is compliant, transparent, and audit-ready.
- Maintain a quarterly-updated library of acquisition templates and checklists in SharePoint aligned with FAR and FRTIB-specific acquisition regulations (TFAR).
- Track and report on procurement activities using SharePoint calendar tools, milestone trackers, and automated notifications to keep Contracting Officers and program offices informed.
- Deliver formal and informal knowledge sharing sessions for AMD staff and the COR community covering acquisition planning, solicitation preparation, proposal evaluation, and contract administration.
- Review requirement documents with program office stakeholders and facilitate pre-proposal conferences and technical input sessions as necessary.
- Support continuous process improvement by identifying inefficiencies and recommending enhancements to acquisition workflows and documentation practices.
Qualifications and Skills:
- Minimum education: Bachelor's degree in Business Administration, Acquisition, Public Administration, or a related field.
- Minimum experience: 7 or more years of federal acquisition experience.
- 5 or more years of direct experience supporting federal Contracting Officers across the full acquisition lifecycle is preferred.
- Demonstrated experience drafting SOWs, PWS, acquisition plans, and pre-solicitation documentation in compliance with FAR and agency-specific regulations.
- Proficiency in SharePoint, Microsoft Teams, and Microsoft Office Suite.
- Working knowledge of PRISM or comparable federal contract writing systems.
- FAC-C Level II or III certification or DAWIA equivalent preferred.
- Strong written and verbal communication skills with experience delivering training and briefings to government audiences.
