Job Description I. DESCRIPTION OF SERVICES
Texas Health and Human Services Commission requires the services of 3 Business Analyst 3, hereafter referred to as Candidate(s), who meets the general qualifications of Business Analyst 3, Applications/Software Development and the specifications outlined in this document for the Texas Health and Human Services Commission.
Reviews, analyzes, and evaluates business systems and user needs. Formulates systems to parallel overall business strategies. Experienced with business process reengineering and identifying new applications of technology to business problems to make business more effective. Familiar with industry standard business process mapping, and reengineering. Prepares solution options, risk identification, and financial analyses such as cost/benefit, ROI, buy/build, etc. Writes detailed description of user needs, program functions, and steps required to develop or modify computer programs.
The Department of Information Resources (DIR) requires the services of three (3) Business Analyst Level 3, hereafter referred to as Worker, who meet the general qualifications of a Business Analyst Level 3 and the specifications outlined in this document for the above-named customer.
The HHSC Intellectual and Developmental Disability (IDD) Services and Preadmission Screening and Resident Review (PASRR) section provides services to Texans with intellectual and developmental disabilities. PASRR is a federally required process to identify people with mental illness, intellectual disability, or developmental disability who apply to, or reside in, a Medicaid-certified nursing facility (NF) to ensure that the NF admission is appropriate. PASRR is also intended to ensure people residing in a NF are receiving all necessary specialized services.
The PASRR program plans to enhance the Long-Term Care online portal (LTCOP) by automating the process for requesting and authorizing PASRR IDD habilitative specialized services (IHSS). The LTCOP system is used by LTC providers to submit forms, screenings, evaluations, and the Long-Term Care Medicaid Information section of the Minimum Data Set Assessment. The project is scheduled to begin in January 2026, with implementation of the system changes set for the end of June 2026.
The Worker will serve as a Business Analyst for the IHSS Automation project. The Worker will report directly to the PASRR Director and work with IDD Services and PASRR program staff, Product Owner, sprint teams, and other project stakeholders as needed to provide subject matter expertise; perform business analysis work; review, assess, and develop business processes; create and validate user acceptance testing; and provide support for the systems development life cycle.

III. TERMS OF SERVICE
Services are expected to start 02/09/2026 and are expected to complete by 08/28/2026. Total estimated hours per Candidate shall not exceed 1184 hours. This service may be amended, renewed, and/or extended providing both parties agree to do so in writing.
IV. WORK HOURS AND LOCATION
Services shall be provided during normal business hours unless otherwise coordinated through the Texas Health and Human Services Commission. Normal business hours are Monday through Friday from 8:00 AM to 5:00 PM, excluding State holidays when the agency is closed.
The primary work location(s) will be at 701 W. 51st Austin, TX 78751. The working position is Telework. Any and all travel, per diem, parking, and/or living expenses shall be at the Candidate's and/or Vendor's expense. Texas Health and Human Services Commission will provide pre-approved, written authorization for travel for any services to be performed away from the primary work location(s). Pre-approved travel expenses are limited to the rates and comply with the rules prescribed by the State of Texas for travel by its classified employees, including any requirement for original receipts.
The Candidate(s) may be required to work outside the normal business hours on weekends, evenings and holidays, as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and pre-approved through Texas Health and Human Services Commission.
Program will only accept TEXAS RESIDENT ONLY candidates for this position. Please do not submit candidates that are NOT currently residing in TEXAS.

- Analyzes and reviews complex project deliverables such as project charters, business user requirements, design documentation, test plans, and risk assessment plans to ensure business requirements are met.

- Develops, documents, and revises system design procedures, test procedures, and quality standards.

- Creates test plans that accurately map back to the documented business requirements or user stories.
- Participates in user acceptance testing and testing of new system functionality.
- Tracks, documents, and reports status of testing.
- Identifies potential project risks and difficulties, and designs strategies to mitigate or avoid them.
- May develop training curriculum and conduct formal training sessions covering assigned systems module.
