ASD manages and provides equity-focused stewardship of revenue from the Veterans, Seniors and Human Services Levy (VSHSL), the RCW 73.08 veterans assistance fund and King County general fund-funded human services programs. ASD also supports the King County VSHSL Advisory Board and the King County Women’s Advisory Board.
The Policy and Program Manager will support the Adult Services Division’s (ASD) policy and program management work. This position reports directly to the Operations Manager and is responsible for conducting public policy and fiscal analysis for the division as well as helping to develop and ensuring the implementation of policies, programs and systems as they relate to the administration of the VSHSL, RCW 73.08 veterans assistance fund, DCHS general fund investments and other fund sources administered by the division.

- Conduct objective qualitative and quantitative analysis of legislation, plans and proposals in order to identify intent, anticipated direct and indirect results, and alternatives. Work with program staff to identify issues, impacts and risks.
- Provide advice and counsel on complex subject-specific matter involving strategic direction, policy, organizational and operational issues.
- Collaborate with partner work units, divisions and departments and participate in the development, negotiation, execution and enforcement of program policy and alignment for strategies involving ASD investments.
- Prepare documents, reports and briefings in a clear, concise, logical and objective manner, both orally and in writing – summarizing and clearly articulating analytic findings, issues and alternatives for division leadership.
- Work with communications staff to prepare policy fact sheets, timelines and other handouts for use by DCHS in educating policymakers and community partners.
- Track and manage workflows related to legislatively-required division deliverables including those required under the VSHSL Implementation Plan, or its successor, other division-specific implementation plans, and those associated with other funds managed by the division.
- Lead and oversee work associated with the creation and project management of the Veterans, Seniors and Human Services Levy (VSHSL) Annual Report, which includes coordinating with partner work units, communications, fiscal and evaluation team members to ensure accuracy and timeliness of the project; tracking inflow of reports with VSHSL population work groups; ensuring accuracy of data through discussion with internal and external partners; drafting edits of annual report to ensure data and content quality; and managing relationships with any related contractors.
- Coordinate and support the operations of the King County VSHSL Advisory Board, including: overseeing and coordinating policy related to the board; coordination of board member nomination processes; collaboration with board chairs and division leadership to develop and organize monthly board meetings; and related organization and facilitation of board meetings while ensuring compliance with the Open Public Meetings Act.
- Research and develop new ideas or legislative proposals based on policy direction.
- Perform other related duties as assigned.
- Three to four years of experience working on state, federal and/or local legislative policy, including budget analysis, bill drafting and constituent communications.
- Three to four years of experience and demonstrated knowledge of policy development and analysis on issues related to veterans, older adults, gender-based violence, legal services, affordable housing, homeless housing, and other related human services.
- Demonstrated experience applying equity and social justice principles and practices, and understanding of the effects of place, race and policy and systems-based inequities on marginalized communities and populations.
- Demonstrated skills in effectively communicating complex information, orally and in writing.
- Well-developed project management skills, with the ability to describe at least two major projects, each lasting a minimum of six months and involving collaboration with at least one other team member or stakeholder, in which the applicant applied project management processes to deliver a successful product or outcome.
- Demonstrated experience working effectively in a fast-paced, politically-sensitive environment.
- Previous experience working with a diverse range of stakeholders, internally and externally, to meaningfully shape analyses, policies, programs, or practices substantially informed by community input and values.
- Experience working to support board(s) or commission(s), including scheduling, creating board nomination packets, verifying eligibility, and developing materials for board meetings.
- Strong financial analysis skills.
- Strong interpersonal skills.
- Demonstrated ability to work independently and as a team member.
- At least one year of experience managing government funding including management of budget and reporting requirements.
- Well-developed organizational skills and expert attention to detail.
- Demonstrated experience developing high-profile policy documents for a legislative audience.
- Knowledge of DCHS policy development process.
- Knowledge of local and national resources for collecting applicable policy information.
- Knowledge of policy issues related to DCHS programs.
- Demonstrated skill in meeting facilitation and conflict resolution.
- Familiarity with contract management and/or monitoring.
