The Department of Community and Human Services, Behavioral Health and Recovery Division (BHRD) is leading several initiatives to provide access to relevant behavioral health services across King County.

DCHS has an opening for a Behavioral Health Workforce Investments Manager - Project/Program Manager (PPM) III. BHRD works to improve the quality of life in King County by ensuring that adults, youth, children, families, and communities receive the mental health and substance use disorder services that they need. BHRD's client-centered, coordinated system of service delivery is based on community assessment, measurable outcomes, and systematic program evaluation that is accountable to our clients and their families, funding agencies, and residents of King County.

The Behavioral Health and Recovery Division (BHRD) of DCHS is looking for a Behavioral Health Workforce Investments Manager- Project/Program Manager (PPM) III to support the implementation, growth, and sustainability of behavioral health workforce investments. This position plays a key role in advancing BHRD’s Behavioral Health Workforce Investments strategy in alignment with division priorities. Under the supervision of the Behavioral Health Workforce Section Manager, this role will coordinate, implement, and maintain workforce development investment projects, including contracting and contract monitoring. The position requires collaborative planning, execution, and reporting on BHRD workforce investments, working closely with internal, external, and community partners. While often working independently, this position functions as part of a larger team within the Behavioral Health and Recovery Division, working collaboratively to support the development of a diverse and resilient clinical and peer workforce.

WORK SCHEDULE/CONDITIONS: This position is exempt from the provisions of the Fair Labor Standards Act and is not eligible for overtime. Typical hours are Monday - Friday, 8 am - 5 pm.


MISSION CRITICAL POSITION STATUS: This position has been designated Non-Mission Critical. Unless otherwise directed by the County Executive, department director or agency head, all employees, regardless of designation, are expected to report to work or request leave during an emergency or inclement weather. TELEWORKING REQUIREMENT: DCHS works in a hybrid model, with days in the office as well as telecommuting. The ratio of remote to onsite work will be dependent on business needs and is subject to change. The primary onsite location is the Chinook Building at 401 Fifth Avenue, Seattle, WA 98104. 


Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.


King County has a robust collection of tools and resources to support working remotely. The individual selected for this opportunity will join an innovative and progressive team that is redefining how we work as we transition to the department's hybrid environment. Employees will be provided with a County-issued laptop and must maintain a home workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours.

  • Serve as a division subject matter expert on workforce investments, including provider burnout, recruitment, retention, training, and competency building.
  • Manage and support the delivery of specific Behavioral Health Workforce investments, including program budgets and scope, while embedding equity, race, and social justice principles. 
  • Coordinate program-specific workforce team operations to include overseeing project activities, risk assessment and mitigation, resource allocation, budgeting, and ensuring timely completion of deliverables. 
  • Contribute to an overarching strategy for ongoing and new workforce investment initiatives, ensuring alignment with funding sources.
  • Participate in workforce-related policy analysis to inform strategic decision-making and cross-system coordination. 
  • Develop and facilitate presentations, trainings, and meetings with partners to share best practices on workforce initiatives, including recruitment, retention, training, and workforce well-being.
  • Engage internal and external stakeholders to gather feedback and inform responsive workforce strategies. 
  • Represent the division in internal and external forums and support efforts to identify additional funding opportunities. 
  • Monitor and incorporate national best practices and emerging research into workforce investment strategies.
  • Coordinate and manage contracts and procurements, responding to inquiries, and developing recommendations, including contracts, amendments, budgets, and reports.
  • Monitor compliance of contracted partners, ensuring alignment with program goals and regulations. 
  • Provide technical assistance and training to contracted partners to support workforce development initiatives.
  • Partner with the Performance Measurement and Evaluation team to support data analysis and quality improvement efforts. 
  • Perform other duties as assigned. 
  • Demonstrated knowledge of equity and social justice principles and practices, and understanding of the effects of place, race, policy, and systems-based inequities on marginalized communities and populations. 
  • Bachelor's Degree and/or at least 4 years of professional experience in public administration, public sector behavioral health, primary care health services, or an equivalent combination of experience, education, and/or training that provides the knowledge, skills, and abilities to perform the work.
  • Minimum 2 years of experience in workforce-related program development, working independently or as part of a team to implement new programs or pilots.
  • Strong collaboration and stakeholder engagement skills across diverse audiences. 
  • Experience with planning, program implementation with public involvement, data collection, and continuous improvement. 
  • Ability to work effectively in complex, politically sensitive environments. 
  • Demonstrated facilitation, negotiation, and consensus-building skills. 
  • Experience managing multiple projects, tracking deliverables, and supporting contract processes (e.g., invoice review).
  • Knowledge of the publicly funded service systems in King County and/or Washington State
  • Experience with contract development, negotiation, budget development and management, and program development.
  • Ability to analyze data and develop reports for professional and community audiences. 
  • Ability to work with creativity and flexibility, both independently and as a team member. 
  • Proficiency with MS Teams, Excel, Word, PowerPoint, and Outlook. 
  • Strong organizational, analytical, and problem-solving skills. 
  • Valid Washington State Driver's License, or the ability to travel around the county and state in a timely manner. 



Desired Experience, Qualifications, Knowledge, Skills


  • Master's degree in public administration, business administration, social work, or a related field.  
  • Knowledge of King County initiatives, including MIDD, Crisis Care Levy, Veteran Seniors and Human Services Levy, and Best Starts for Kids. 
  • Knowledge of Washington State's behavioral health and social service systems.
