Skills:

  • Strong leadership of multidisciplinary teams' capability

  • Must excel at working collaboratively and independently dependent on what the activity requires

Knowledge and Experience:

  • 8 years of Professional experience with an emphasis in project delivery organizations
  • Previous Experience in a Leadership role managing direct reports
  • Experience in developing "ground up" forecasts and estimates for deliverables
  • Experience in Process Improvement and Development
  • General understanding of construction means and methods
  • Commercially astute with good negotiating skills
  • Experience working within a Matrixed Organization is a plus
  • Knowledge of Department of Transportation, Federal Railroad Administration, American Railway Engineering and Maintenance-of-Way Association, Association of American Railroads, and Occupational Safety and Health Administration rules and regulations is a plus
  • Key personal traits, forward thinking, proactive, resilient, sound judgement, innovation where its required, driven by relentless pursuit of excellence

Management:

  • Provide direction and oversight for a team of 5 personnel
  • Provide leadership on matters pertaining to commercial compliance, process improvement, business development, and administrative requirements within the department and with external parties
  • Work cross-functionally with members throughout the organization on the delivery of department level goals and initiatives to include with parties within the Senior Executive
  • Foster, Develop, and Manage relationships across the organization and with parties within the Public Transit Authority (PTA)

Commercial:

  • Develop reports and communication plans both internal and customer facing
  • Initiate and progress commercial communications with the client, including contractual notifications, discussions regarding scope or budget, questions regarding nonpayment, etc.
  • Responsible for the management and oversight of Business Development Activities: This responsibility entails management of a consolidated business development leads tracker (Pipeline), along with steering monthly business development meetings with members across multiple departments.  Additionally, this role will be responsible for overseeing the development and administration of Project Initiation (PI) proposals to include the proposal, supporting documentation, the estimate, and additional contractor pricing as required
  • Collaboration with the Project Management Office and Subject Matter Experts (SME's) within the department on the development of defined scopes of work to align expectations and provide estimates
  • Provide support to internal stakeholders regarding Supplemental Work projects and support the development of future work ensuring compliance with existing standards
  • Responsible for Monthly Invoicing oversight: This responsibility entails, in conjunction with the finance department, the quality control and oversight of project invoicing, and the oversight and management of invoice reconciliation and management of contested project charges
  • Management of departmental responsibilities associated to the implementation and the operation of the Project Accounting module of the Enterprise Resource Planning (ERP) system
  • Oversight of the department responsibilities associated to the craft labor time approval system
  • Develop and implement organizational document controls and collaborate on the development of new technology-based solutions related to the operational function of the organization
  • Develop and manage the roll-out of new processes, reports, and solutions to improve operational efficiency and performance
  • Collaborate in Continuous improvement events for the department
  • Other Duties as Assigned

Administrative:

  • Oversight of Vendor invoice approvals and processing that is managed by the Group
  • Oversight of Labor approvals and processing (Kronos/SWAS) associated to projects within the organization
  • Oversight of process and activities associated to Labor charge reconciliation and verification related to all projects
  • Additional function as assigned to the Group

General:

  • Demonstrate understanding and adhere to the KCS principals of Employee Engagement, Operational Excellence & Safety, Customer Satisfaction, Corporate Social Responsibility and Economic Performance
  • Ensure departmental policies, procedures, and strategies continuously support Track and Communications & Signals (C&S) objectives, as well as programs to assure compliance with federal, state, and other applicable rules, regulations and KCS / MBTA Contract Agreements
  • Provide safety and quality assurance that appropriate mandatory, MBTA and KCS standards are being delivered, both internally by KCS staff and externally by KCS suppliers
  • Drive improvement of safety performance in sync with annual safety plan for the Building & Bridges Department.  Plan for and direct operations during service disruptions and periods of extreme weather to ensure safe working environment

Additional Statements:
