Description of Work/Agency
The National Park Service (NPS) manages over 420 park units spread throughout the United States and its territories. The NPS Washington D.C. Area Support Office (WASO) Information Resources Directorate (IR) is responsible for providing management and oversight of key Information Management programs. The Loisdale Group is seeking a FOIA Analyst to work closely with NPS to respond to FOIA requests.
Responsibilities
- Manage intake processes for new requests, monitoring FOIAXpress, mail, faxes, and emails; entering requests; drafting acknowledgement letters; and assigning cases to the right NPS POC.
- Conduct and manage searches for new and existing requests, tasking custodians, monitoring responses, training on search procedures, and determining when eDiscovery applies.
- Process FOIA records for release, including exemption review, redactions, response correspondence, attorney coordination, legal research, final response packages, and identification of deliberative, pre-decisional, or White House equities.
- Provide FOIA administrative support, maintaining electronic case files, updating FOIAXpress, preparing Vaughn indices, generating weekly and monthly reports, and supporting Section 508 compliance.
Qualifications
- At least 3 years of full-time experience performing FOIA support services or substantially similar FOIA-related functions, similar size/scope/complexity experience, and ability to support processing, tracking, coordination, review, administration, and management of FOIA requests in a federal or comparable environment.
- Proven technical knowledge of FOIA (5 U.S.C. § 552), including the ability to determine information exempt from release under the FOIA.
- Must be highly experienced in the use of the Microsoft Office Suite (including Outlook, Word, and Excel), Adobe Acrobat, and electronic FOIA processing and e-discovery tools.
- Must possess an excellent ability to communicate orally and in writing to effectively assist, interpret, track, and document casework.
- Must possess proven knowledge of Section 508 requirements and the ability to ensure electronically fillable forms and documents are 100% free of accessibility errors and minimize accessibility warnings whenever possible.
Certifications
- Must possess certificates of training or certification demonstrating expert-level proficiency in MS Word and Adobe Acrobat.
