Qualifications:

Education/Certification:

Minimum of Master's degree in an education-related field

Valid Texas Teaching Certification

Valid Texas Mid-Management or Principal Certification


Experience:

Minimum three years of experience as a classroom teacher required

Minimum two years of successful campus administrative experience

Minimum two years of successful supervisory experience

Minimum three years of experience managing federal or special funded program budgets, preferably in a school district

Experience with student support programs, including counseling, social work, or student welfare compliance preferred


Special Knowledge/Skills:

Knowledge of laws, regulations, and policies related to student discipline, attendance, and welfare

Knowledge of federal and state requirements related to McKinney-Vento, Foster Care, and At-Risk programs

Knowledge of comprehensive developmental guidance and counseling program models, including counselor ethical and professional standards

Familiarity with campus counseling program oversight and best practices

Ability to interpret data, implement policy, manage budget, and supervise personnel

Experience conducting staff development and training

Strong organizational, communication, and interpersonal skills

Ability to build positive relationships with a broad range of stakeholders


Major Responsibilities and Duties:

Student Support and Program Management

  1. Serve as the district lead for Teacher Incentive Allotment (TIA), including submitting the district application, overseeing
    appraisal tracking processes, and monitoring data validation requirements in alignment with TEA requirements.
  2. Provide direction, resources, and support for student progress monitoring and data analysis to ensure campus and
    district staff can utilize data effectively for intervention decision-making; ensure student progress is evaluated on a    
    systematic basis and findings are used to improve program effectiveness.
  3. Consult and collaborate with campus administration, parents, counselors, teachers, and community agencies regarding
    the district's academic, attendance, and behavioral intervention implementation.
  4. Oversee grade placement decisions and coordinate the annual update of district Course Catalogues in the fall semester
    in preparation for subsequent-year enrollment and scheduling.
  5. Provide oversight and support for district Library Services, ensuring resources and programming support student needs
    across campuses.
  6. Oversee the Fresh Start credit-recovery program, coordinating online course management with counselors and
    supporting transcript updates.
  7. Oversee the Summer School program, coordinating online course management and credit recovery with administrators,
    counselors, and supporting transcript updates.

 Counseling and Student Welfare Services

  1. Provide oversight and leadership for the district's campus counseling program, including supervision, evaluation, and
    professional development of Campus Counselors, the District Intervention Counselor, and Social Workers; participate
    with campus principals in the recruitment and selection of campus counselors.
  2. Ensure individual students and parents are provided the resources and guidance to plan, monitor, and manage the
    student's educational and career development, including the creation and review of Personal Graduation Plans and
    information about post-secondary opportunities.
  3. Develop and maintain a guidance curriculum that enables school counselors to deliver structured group lessons
    effectively and in accordance with students' developmental needs; promote counseling content areas including self-
    confidence development, motivation to achieve, decision-making, goal-setting, planning and problem-solving, cross-
    cultural effectiveness, and responsible behavior.
  4. Develop an emergency plan and coordinate the activation and assignment of crisis counselors as needed; provide crisis
    and transitional counseling training.
  5. Ensure required counseling is provided at the District Alternative Education Placement (DAEP) facility.
  6. Adhere to and ensure staff adherence to legal, ethical, and professional standards for school counselors, including
    current professional standards of competence and practice; collect and analyze counseling data to support continuous
    program improvement.
  7. Oversee the district's McKinney-Vento homeless student services, Foster Care liaison functions, and At-Risk programs, ensuring identification, service delivery, and state reporting requirements are met in compliance with applicable federal and state law.
  8. Coordinate services and compliance requirements related to Foreign Exchange students and oversee Pregnancy-Related Services, ensuring timely placement and appropriate instructional support for eligible students.

Staff Development

  1. Lead the district's New Teacher Mentor Program, overseeing program design, mentor selection, and ongoing evaluation of program effectiveness.
  2. Plan and deliver professional development for counseling staff, interventionists, and other department personnel that supports professional growth and ethics and consistent interpretation of district policy and state regulations.

Federal Grant Compliance

  1. Support the district's compliance with applicable federal and state grant requirements, including participation in the comprehensive needs assessment process and contribution to annual program evaluations as required by applicable funding sources.
  2. System Oversight: Act as the lead administrator for the Title1Crate platform across the school district, maintaining documentation and tracking related to ESSA and federal program requirements.

Personnel Management

  1. Prepare, review, and revise job descriptions within the department. Select, train, and evaluate assigned staff and make recommendations relative to assignment, retention, discipline, and dismissal.

Budget

  1. Develop and administer the department budget based on documented program needs; compile budget and cost estimates, approve the distribution of supplies and materials, and participate in grant-writing activities to obtain program funding.

Policy, Reports, and Law

  1. Implement policies established by federal and state law, State Board of Education rule, and local board policy in all areas under this role's oversight; monitor state and federal legislative processes for potential impact on assigned programs.
  2. Compile, maintain, and file all reports, records, and other documents as required.

Communication and Community Relations

  1. Establish and maintain professional relationships and open communication with principals, teachers, staff, parents, and community members; serve as the district liaison to community agencies providing services to students; lead community outreach efforts to coordinate school, home, and community resources and referrals to special programs and services.
  2. Articulate the district's mission and program offerings to the community; demonstrate awareness of district and community needs and use appropriate strategies to encourage community and parent involvement.

Other Duties as Assigned

  1. Perform all job-related duties as assigned and in accordance with Board rules, policies, and regulations. All employees are expected to comply with lawful directives in rare situations driven by need where a team effort is required.
  2. Follow district safety protocols and emergency procedures.

Supervisory Responsibilities:

Supervise, evaluate, and recommend the hiring and dismissal of assigned personnel.

Environment: Frequent districtwide travel; occasional statewide travel

Mental Demands: Work with frequent interruptions; maintain emotional control under stress

Attendance: Regular and punctual attendance at the worksite is required for this position
