Kelly® is seeking an experienced Project Controls Specialist to join our team supporting a major Oil & Gas construction project. In this pivotal role, you will partner with project managers, engineers, and stakeholders to deliver successful outcomes through careful planning, scheduling, budgeting, and risk management. You'll contribute critical insights to keep projects on track, inform key decisions, and drive value.
Location: 2-3 days/week at Sabine Pass (GPLNG site) required; remote/Beaumont office otherwise
Employment Type: Contract (July 2026 - June 2027)
Schedule: Full-time or Part-time (20-30 hours/week available)
Pay: $80 - $88 per/hr (DOE)

Responsibilities
Cost Control
- Develop and manage project budgets and cost baselines
- Monitor actual costs vs planned, identify overruns & savings
- Forecast estimate to completion (EAC); manage commitments, invoices, and accruals
- Conduct variance analysis and earned value management (EVM)
- Track progress across engineering, procurement, and construction
- Prepare and maintain KPI dashboards and weekly/monthly progress reports
- Evaluate and document impact of scope changes
- Maintain change logs and support claims/variation assessments
- Update project baselines following approved changes
- Identify and analyze commercial & schedule risks
- Facilitate quantitative risk analysis and mitigation strategies
- Maintain project risk register
- Assist with procurement and contract strategy
- Monitor contractor performance, evaluate claims, verify payment milestones
- Minimum 7 years of related experience in Oil & Gas Construction
- Bachelor’s degree in engineering, project management, or a related field
- Strong analytical, organizational, and communication skills
- Demonstrated proficiency in cost control, reporting, and risk management tools
- Estimated Duration: July 2026 – June 2027
- Work Arrangement: 2-3 days/week at Sabine Pass (GPLNG site) required; remote/Beaumont office otherwise
