Lead Systems Analyst
Client: New York State Department of Public Service (DPS) – Albany, NY (onsite; in-person interview)

We are seeking an experienced Lead Systems Analyst for a 30-month engagement with a New York State agency in Albany, NY. The analyst will lead end-to-end technical analysis, systems design and business requirements work, translating business needs into detailed system design artifacts and working closely with stakeholders, vendors and developers.
Required qualifications
- 84 months of experience with internal and external stakeholder communications and outreach, including developing presentations and materials that promote rethinking core business processes and envisioning a reengineered environment
- 84 months of experience as a Lead Systems Analyst or Systems Architect directing end-to-end technical analysis, design and optimization of complex enterprise systems, using UML, Data Flow Diagrams (DFDs) and entity-relationship modeling for As-Is/To-Be evaluations, technical gap analyses and system workflow design
- 84 months of experience as lead analyst on business requirements projects, gathering and documenting business process requirements, with logical and physical data modeling and normalization (up to 3NF) into enterprise relational schemas (e.g., SQL Server, Oracle)
- 60 months of experience reverse-engineering legacy databases (MS Access), including tables, relationships, queries, forms, macros and VBA modules, and writing complex SQL (multi-table joins, subqueries, analytical functions) for data validation, profiling and troubleshooting
- 60 months of experience as a technical liaison between business stakeholders, software vendors and developers, producing ERDs, DFDs and detailed data mapping/ETL specifications
- 48 months of experience analyzing, designing or supporting systems integrated with enterprise document management systems (e.g., IBM FileNet) or enterprise relational databases (e.g., Oracle)
- 36 months of experience developing multi-tier .NET Framework and .NET Core web applications in C# using ASP.NET Web Forms and MVC, and designing system integration points, web services or APIs
- Master's degree in a computer or technology related field
