Position Summary & Responsibilities

Position Summary:

The position (K0240286)

Works with subrecipients to ensure completion of work plans, deliverables, and other contract requirements. Monitors document submissions for accuracy and completeness, ensuring they meet work plan deliverable requirements and comply with federal cooperative agreement requirements. Oversee the 7 HCC coordinators and HCC fiscal agent subrecipient agreements. Monitors adherence to the Hospital Preparedness Program (HPP) grant requirements and Healthcare Coordinator and HCC Fiscal Agent agreements. Interpret federal guidelines and policies and complete state-level cooperative agreement requirements.

Tracks and monitors preparedness inventory for expiration dates and medical material quality control considerations. Manages inventory levels and stock rotation, advising product replacement in accordance with good inventory management processes as directed by Preparedness Inventory Management Protocols and Policies (IMPPS). Coordinates with the Grants Team on storage vendor contracting and payment schedule.Maintains updates to the Preparedness IMPPS and manages fit testing equipment.

Lead the statewide healthcare coalition steering committee and quarterly meetings with the RRCs. Develops and conducts presentations and webinars, as needed, throughout the State of Kansas for coalition members, including management on various aspects of the HPP program. Travels throughout the state to regional healthcare coalition meetings to maintain two-way communication and coordinate all preparedness planning and response efforts effectively. Plays an active role in fostering an environment where public health, KDHE team members, and Healthcare Coalitions are encouraged to share ideas, collaborate, and innovate. Provides oversight and direction to the healthcare coalition coordinators with emphasis on excellent customer service while meeting all requirements of the HPP cooperative agreement.

Provide leadership and technical assistance for management and sustainment of the Hospital Preparedness Program (HPP), including ongoing individualized support for RRCs and HCC member organizations. Provide program improvement strategies to build and sustain collaborative efforts within regional coalitions and coordinate statewide HPP requirements with the HCC regions.

Job Responsibilities may include but are not limited to the following:

Serves as system manager for Salamander Live and coordinates with the Kansas Division of Emergency Management regarding the Comprehensive Resource Management and Credentialing System (CRMCS).Serves as the lead in creating and tracking the CRMCS Disaster Badging process. Provides technical assistance to HCC cache managers in using Salamander for HCC inventory. Serve as backup for volunteer management platform.

Perform response-related activities during public health disasters. Will work with the KDHE Radiation Section on training and with other federal, state, and local partners on the response to a radiological event and staffing a reception center in the event of a radiological incident. Serve as backup for sending KS-HAN alerts and managing events in situational awareness platforms.

Qualifications

  • Education:
    • High School, GED
  • Licensing & Certification:
    • Valid Driver's License - Incumbent is required to have and maintain a valid driver's license when operating a state vehicle, a private vehicle, or a rental vehicle for the benefit of the State.
  • Minimum Qualifications:
    • One year of experience in planning, organizing, and directing the work of a department, program, or agency. Education may be substituted for experience as determined relevant by the agency.

    • Proofreading, editing, attention to detail
    • Ability to understand/follow verbal/written instructions
    • Effective Collaboration skills
    • Ability to work calmly and effectively during stressful conditions
    • Public speaking, meeting planning, and partnership building experience
  • Preferred Qualifications:
    • Bachelors Degree in Business Administration, Public Health Administration or Communications, Emergency Management or related field
    • Database management skills, including producing reports and analysis tools
    • Strong resource management and organizational skills
    • Excellent writing and interpersonal communication
    • Knowledge of Homeland Security Exercise Evaluation Program (HSEEP) guidance and principles
    • Identify and analyze problems, select and implement solutions using sound principles
    • Accurately interpret technical guidance and correctly apply and teach in understandable format
    • Disaster response experience
    • Health/medical system and inventory management experience
