Position Summary & Responsibilities

Position Summary:

The Fair Hearing Supervisor position (K0241001) provides direct leadership and oversight for a team of eligibility workers responsible for processing Fair Hearing requests for Elderly, Disabled, and Long-Term Care medical programs. This position ensures timely, accurate, and policy-compliant eligibility determinations and the submission of required documentation to the Office of Administrative Hearings. The supervisor analyzes and applies complex eligibility policies, resolves escalated and high-level case issues, monitors workload and performance, and provides guidance, coaching, and coverage for staff as needed. Responsibilities include establishing performance expectations, conducting evaluations, participating in hiring and disciplinary actions, assigning and monitoring work, and ensuring continuity of operations during staff absences or vacancies. The position also collaborates with KDHE leadership and program staff to evaluate policy impacts, support program development and implementation, recommend process improvements, and ensure consistent application of state eligibility policies and procedures.

Job Responsibilities may include but are not limited to the following:

Provides direct supervision of a unit of eligibility workers responsible for addressing Fair Hearing requests related to Elderly, Disabled, and Long-Term Care medical programs using established procedures, including submitting necessary documentation timely to the Office of Administrative Hearings.Determination and documentation must be completed in a timely and accurate manner.This is accomplished by analyzing, interpreting and applying complex policies and regulations. Directly supervise the work of the unit and provide support and coverage by completing the eligibility determination when applicable policy is complex.This position resolves all new, unusual or complex determinations which are elevated by subordinates.Reviews management reports, provides activity reports to KDHE management, and assigns work to subordinates.

Provide full range, direct supervision for assigned staff.Establishes performance expectations and priority outcomes, evaluates performance, provides employee counseling and guidance, and assigns work.Ensures that subordinates are successful in managing their assigned duties and may handle these duties in the event of absence or vacancy.Participate in hiring and disciplinary actions.

Qualifications

  • Education:
    • High School, GED
  • Licensing & Certification:
    • Valid Driver's License - Incumbent is required to have and maintain a valid driver's license when operating a state vehicle, a private vehicle, or a rental vehicle for the benefit of the State.
  • Minimum Qualifications:
    • Four years of experience interviewing, investigating, compiling information, documenting decisions, interpreting guidelines and/or providing technical assistance relevant to the agency's program.
    • College Education or at least 1 year of experience processing eligibility with exposure Fair Hearing Appeal requests can be substituted
  • Preferred Qualifications:
    • Some post-high school education
    • Word, Excel, PowerPoint, Access
    • Proofreading, editing, attention to detail
    • Demonstrated analytical skills
    • Knowledge of Medicaid Programs
    • Ability to manage competing priorities
    • Experience utilizing computer, imaging, and eligibility determinations
    • Ability to Communicate with different audiences
    • Ability to gather relevant information
    • Ability to manage large workloads
    • Experience interviewing, investigating, compiling information, documenting decisions
    • Experience processing eligibility for Elderly & Disabled and Long-Term care medical programs including Spousal Impoverishment and Hybrid
