The Lead Utility Applications Developer is a senior technical role responsible for guiding the development, integration, and maintenance of enterprise applications that support public water and electric utility operations. This position leads a team of developers and serves as the subject matter expert for platforms such as IBM Maximo, ESRI GIS, Milsoft OMS. Duties and Responsibilities
Key Responsibilities
- Lead the design, development, and deployment of enterprise utility applications including Maximo, ESRI GIS, Milsoft OMS. *
- Mentor and guide a team of developers, providing technical leadership, code reviews, and professional development support. *
- Oversee system integrations to ensure seamless data exchange across water and electric operations, including field services, customer support, and engineering. *
- Coordinate application upgrades, enhancements, and maintenance to ensure reliability, scalability, and compliance with industry standards. *
- Develop automation scripts, workflows, and reports to improve operational efficiency and support business processes. *
- Collaborate with internal departments (Engineering, Operations, Facilities, etc.) to gather requirements and deliver tailored solutions. *
- Ensure data integrity and consistency across integrated platforms and reporting tools. *
- Manage vendor relationships and coordinate external support for application development and troubleshooting. *
- Lead technical planning and documentation efforts, including system architecture, specifications, and support procedures. *
- Stay current with technology trends and updates related to Maximo (v7.6 and v9), GIS platforms, OMS, and other utility applications. *
- Utilize version control tools (e.g., GitHub) to manage source code and configuration changes. *
- Promote best practices in software development, system integration, and utility application management. *
- Perform other related duties as assigned. *

Education and Experience:
- Bachelor’s degree in Computer Science, Information Systems, Geography/GIS, Engineering, or a related field.
- Minimum of 7 years of experience in enterprise application development within a public utility environment.
- Prefer at least 3 years of experience in a lead or supervisory role, mentoring developers and managing technical projects.
- Extensive experience with IBM Maximo, ESRI GIS (ArcGIS), Milsoft OMS platforms.
- Strong understanding of water and electric utility operations, asset lifecycle management, and outage response workflows.
- Experience with SDLC and Agile methodologies and tools utilized to facilitate those processes.
- Proven leadership and team management skills.
- Strong development and integration expertise across enterprise platforms.
- Excellent problem-solving and analytical abilities.
- Effective communication and stakeholder engagement skills.
- Ability to manage multiple priorities in a fast-paced, service-oriented environment.
- Proficiency in SQL, Oracle, TOAD, FME, MIF and BIRT reporting.
- Familiarity with Maximo add-ons (e.g., T&D, HSE, Spatial, Mobile).
- Knowledge of public sector compliance and reporting standards.
- Ability to work independently and collaboratively across departments.
