DEPUTY DIRECTOR-EQUALIZATION 049-26

GENERAL SUMMARY

The purpose of this job is to collaborate with the County Equalization Department staff, assessors, and appraisal contractors to determine the value of agricultural, commercial, and industrial properties within townships and cities of the county. Completes economic condition factor (ECF) studies for commercial and industrial classes of property. Assists Equalization Director in completion of reports.

ESSENTIAL DUTIES & RESPONSIBILITIES

• Supervises the work of assigned personnel, including assigning and reviewing work, providing guidance, and conducting performance evaluations.
• Develops, implements, administers, and improves upon office policies and procedures.
• Works with Equalization Department staff, assessors, and appraisal contractors to determine the True Cash Value of classes of properties to ensure the County tax burden is distributed equitably across the County.
• Conducts ECF studies for commercial and industrial property classes.
• Completes, reviews, and revises department reports and forms for accuracy, and subsequently validating County funding requirements.
• Prepares various tax reports documenting the taxable values of businesses and learning institutions.
• Assists the Equalization Director review assessment forms from all local assessors to ensure values are properly calculated annually; coordinates directly with assessors to make any corrections.
• Helps taxpayers, real estate professionals, and others with property tax questions, property descriptions, and related tax maps.
• Uses GIS and Pictometry applications to create and maintain an accurate platform of information to be utilized by assessors and appraisers.
• Maintains relevant documentation that affects property taxation and assessment administration.
• Performs related work as required.

MINIMUM QUALIFICATIONS

Required Education and Experience

• Bachelor’s degree from an accredited college or university in Architecture, Math, Urban Planning, or a related field.
• 7 to 9 years of related work experience, such as Assessment Manager or Appraiser.
• Any equivalent combination of training, education, and experience that provides the required skills, knowledge, and abilities.

Required Licenses or Certifications

Michigan Advanced Assessing Officer (MAAO) Certification
Michigan Personal Property Examiner Certification
Michigan Driver’s License

Pay Scale-111-$84,196.32

Monday-Friday 8:00 a.m.-4:30 p.m.
