The City of Portage is looking for a highly responsible and knowledgeable Deputy Director of Treasury and Revenue to join our Finance Team! If you are passionate about shaping the financial future of the city, then this is your opportunity to make an impact.
What You'll Do:
- Serve as a senior financial leader assisting the Finance Director in oversight of treasury, revenue, investment, and debt management functions for the city.
- Develop and implement citywide financial strategies related to revenue optimization, cash management, investments and debt to support long-term fiscal sustainability.
- Oversee revenue and receivable functions, including billing, collection, reconciliation, and distribution of tax and non-tax revenues.
- Manage the City’s investment portfolio in conjunction with the Finance Director.
- Oversee cash flow activity, depository account operations, and reconciliation processes.
- Oversee property tax administration, including tax billing, collections, distributions, and resolution.
- Oversee financial reporting, compliance, and budgeting for Brownfield, DDA, and LDFA districts; calculate and manage tax increment captures and reimbursements; and serve as the Finance Department liaison to all TIFA and Brownfield boards.
- Prepare and submit all required local, state, and federal financial reports, including treasury, tax, Act 51, brownfield, and other regulatory reporting.
- Oversee the City’s debt portfolio, including monitoring outstanding obligations, ensuring timely bond payments, and maintaining debt schedules.
- Oversee treasury-related accounting functions, including general ledger reconciliation, journal entries, delinquent reporting, delinquent collections, and record retention.
- Supervise and provide leadership to all Treasury personnel, including training, performance management, workflow oversight, and foster a high-performing team environment.
What We're Looking For:
- A bachelor’s degree in accounting or municipal finance, business, public administration or a related field.
- Five years of related experience and/or training with knowledge of local, state and federal laws related to public finance administration; or an equivalent combination of education and experience.
- Knowledge of the general property tax act for the State of Michigan desired.
Preferred Certifications:
- Michigan Certified Professional Treasurer (MiCPT)
- Certified Public Finance Administrator (CPFA)
- Advanced Certified Public Finance Administrator (ACPFA)
- Certified Public Finance Officer (CPFO)
