Duties

  • Serve as the Deputy Director for Manpower and Personnel (J1) Directorate of USSOUTHCOM.
  • Serve as the primary assistant to the Director and sharing full responsibility for managerial oversight, advice, and guidance for all aspects and functional areas of US SOUTHCOM’s military and civilian personnel Human Resources programs.
  • Oversee the staff planning processes and execution and serves as a key member of command resource planning teams that consider budget, manpower, personnel and mission aspects of management and resource issues.
  • Serve as the Division Chief over any one of the four J1 Divisions (Manpower, Strength Management, Awards, Civilian Personnel, Operations, and Quality of Life) whenever the Division Chief is absent or the positions are vacant.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top Secret security clearance or access for the duration of employment.
  • This position is subject to a pre-employment drug test screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
  • This position has a Temporary Duty (TDY) or business travel requirement of 20%.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.

Specialized Experience: One year of specialized experience which includes responsibility for managerial oversight, advice, and guidance for all aspects and functional areas of military and/or civilian personnel Human Resources programs; extensive knowledge of command missions, programs, priorities and knowledge of human resource, budget, manpower management, strategic planning, and change management, with particular emphasis on human resource concepts, laws, regulations and procedures. Evaluate civilian and military human resources business processes, employment policies, and historical practices to streamline and improve quality of services. Provide administrative oversight over the Directorate's budget, manpower and personnel programs. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-14).
