Procurement Strategy And Execution:
- Develops procurement and contracting documentation to support transparent, fair, and efficient sourcing processes.
- Leads end-to-end procurement activities including RFPs, NRFPs, RFIs, RFQs, and other RFX processes.
- Manages evaluations, vendor debriefings, and contract negotiations.
- Ensures procurement methodologies align with business objectives and regulatory requirements.
- Manages procurement activities across multiple projects, working closely with project managers and governance teams.
- Collaborates with business and IT leadership to define project scope, objectives, timelines, risks, and budgets related to procurement.
- Provides procurement guidance to internal stakeholders, senior leadership, and cross-functional teams.
- Produces and presents procurement deliverables to internal teams, steering committees, and stakeholders.
- Develops and monitors procurement-related project plans, schedules, and resource requirements.
- Tracks project progress and reports on milestones, risks, budgets, and resource utilization.
- Facilitates issue tracking, resolution, and closure within procurement processes.
- Drafts, reviews, and manages vendor contracts in complex environments.
- Ensures compliance with Canadian public sector procurement regulations, trade agreements, and internal policies.
- Applies frameworks such as NWPTA, CETA, CFTA, and CUSMA to procurement activities.
- Provides strategic recommendations on procurement methodologies, dependencies, and resource planning.
- Supports continuous improvement of procurement processes and governance practices.
- Guides project teams in setting priorities and ensuring timely delivery of procurement tasks.
- Bachelor s degree in Business, Supply Chain, Commerce, Public Administration, Social Sciences, or related field required.
- 5 years of experience leading RFPs, RFIs, RFQs, NRFPs, and contract negotiations.
- 8 years of experience drafting, reviewing, and managing vendor contracts.
- 8 years of experience providing procurement advisory to stakeholders and leadership.
- 8 years of experience in Canadian public sector procurement, including regulatory and policy compliance.
- 7 years of experience applying trade agreements such as NWPTA, CETA, CFTA, and CUSMA.
- Strong understanding of procurement lifecycle, governance, and contract law.
- Excellent analytical, communication, and stakeholder management skills.
- Professional certifications such as SCMA, Certified Public Procurement Officer, or equivalent.
- Experience supporting modernization initiatives, digital transformation, or cloud-based procurement.
- Ability to evaluate cost models, pricing structures, and contract risks.
- Experience procuring IT solutions including software, hardware, cloud services, cybersecurity tools, and integrations.
- Strong leadership and decision-making abilities.
- High attention to detail with strong organizational skills.
- Ability to manage multiple priorities in a complex, fast-paced environment.
- Collaborative mindset with strong cross-functional communication skills.
