What are the responsibilities and job description for the Information Technology Manager position at Jefferson County PUD?
Under the direction of the IT Director, this position maintains the PUD’s technological effectiveness and efficiency by defining, delivering and supporting strategic plans for implementing information technologies including servers, networks, access control, cloud services, telephone, security, disaster planning and recovery.
ESSENTIAL DUTIES AND RESPONSIBILITIES include but are not limited to the following:
· Designs, deploys and manages complex projects related to the PUD’s digital technology infrastructure.
· Directs all information technology activities including network and application servers, GIS services, desktop computers, tablets, printers, routers, switches, firewalls, phones, security systems, and associated devices.
· Manages technical hardware and software support for the printers, utility billing/accounting/payroll software, peripherals, and mobile devices.
· Supervises staff in providing training and helpdesk-style assistance to end-users.
· Effectively evaluates, plans for and deploys software and security updates and patches as necessary to maintain integrity of the network and associated components.
· Manages the IT disaster backup and recovery systems.
· Strategically plans, anticipates and maintains adequate cyber security protocols and preventative measures to ensure privacy and safety of customer data.
· Prepares and recommends policies and procedures.
· Determines appropriate system access, monitoring, control and documentation.
· Manages system performance through monitoring, analysis, and troubleshooting.
· Retrieves data to fulfill public records, report or other requests as directed.
· Provides responsive service and works cooperatively as part of a team for special projects and assignments. Provides after-hours support as needed.
· Operates within budget authority. Informs supervisor of expenditures outside of normal operations; prepares annual workplan and budget for consideration and approval.
· Ensures maintenance of appropriate documentation for decisions, purchases, warranties, breaches, etc.
· Seeks educational opportunities, stays current on best practices and technology advancements and participates in professional organizations as appropriate. Encourages and supports professional growth of subordinate staff.
· Regularly takes initiative in recommending changes in work methods, policies, and procedures to improve levels of service delivery and overall operating efficiencies.
· Research, recommends, develops, and supports cost-effective technology solutions for all aspects of the PUD's operations.
· Travels occasionally to PUD facilities and worksites to perform and support on-site IT infrastructure and systems work.
· Perform other duties as assigned.

SUPERVISORY RESPONSIBILITIES
This position directly supervises employees in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring and training employees; planning, assigning, and directing work; addressing complaints and resolving problems; appraising performance; providing positive feedback and corrective action to employees; coaching employees on their performance and encouraging their growth and development.

EDUCATION AND/OR EXPERIENCE
· Bachelor’s degree in computer science, information technology, or a related field required. Master's degree in related field preferred.
· Minimum of five (5) years of progressively responsible experience in information technology required.
· Minimum of eight (8) years of supervisory experience required.
· Experience in the public utility industry is highly desirable.
· An equivalent combination of education and experience that provides the required knowledge, skills, and abilities may be considered.
KNOWLEDGE, ABILITIES AND SKILLS
· Extensive knowledge of microcomputer hardware components and technology, including network components, other peripheral networked equipment, and mobile equipment.
· Good analytic, troubleshooting and problem-solving skills.
· Working knowledge of software applications including relational databases and Microsoft Office.
· Familiarity with general office procedures.
· Ability to communicate effectively in English both orally and in writing.
· Ability to understand complex data and communicate detailed information clearly and concisely with users at all technical experience levels.
· Ability to establish and maintain effective working relationships with employees, managers, vendors and consultants.
· Ability to prioritize tasks and manage time.
· Ability to delegate and function efficiently and effectively with little or no supervision.
ADDITIONAL REQUIREMENTS Must successfully complete a standard criminal background check. A standard Monday through Friday work schedule is expected to be maintained, but evening and weekend hours may occasionally be required.
WORKING CONDITIONS AND PHYSICAL DEMANDS Positions in this class perform work predominantly under normal office working conditions. Position requires prolonged sitting, standing, walking, grasping, repetitive hand movement and use of a keyboard and mouse in the performance of daily activities. May require regular reaching, twisting, turning, kneeling, bending, squatting and stooping. Work requires periods of concentration in distracting work environments. Requires visual and auditory ability necessary to perform the essential functions of the position. Mobility sufficient to travel to and work at various PUD facilities and worksites is required. Requires occasional lifting of objects up to 25 pounds.
RESIDENCY REQUIREMENT
Jefferson County PUD requires the candidate in this position to reside within Jefferson, Kitsap or Clallam County. The residency requirement must be met within six (6) months of hire date.

Salary : $131,300 - $190,300
